Background
Burns and McDonnell completed the Integrated 2012 Water Utilities Plan based on the land use plan and population projections for years 2020, 2030 and build-out. Technical Memorandum No. 10 discusses capital improvements for the water utility.
Project Status
As part of the Integrated 2012 Water Utilities Plan Technical Memorandum No. 10 and Appendix I, the Kaw Water Treatment Plant (WTP) was evaluated for structural, electrical and process deficiencies. The report identified, and recommended repair on numerous areas of cracked and deteriorated concrete in the plants carbon contact basin, secondary basins, as well as the concrete walkways, and weir troughs.
Staff is proposing to initially contract for the structural condition assessment and design of the structural repairs with an option to extend the contract to include construction phase engineering services, based on satisfactory performance, with the negotiation of a supplemental agreement. Actual project scope, budget and schedule will be determined as part of the requested engineering services.
Project History
On May 12, 2015, City Commission authorized staff to advertise a Request for Proposals for Structural Condition Assessment and Design Phase Engineering Services.
On May 13, 2015, staff advertised the Request for Proposals for Structural Condition Assessment and Design Phase Engineering Services via demand star online service and direct mailing.
On June 3, 2015, Staff received proposals from three (3) groups. Proposals were received from Burns & McDonnell, Professional Engineering Consultants, and Walter P Moore.
A review committee consisting of Department of Utilities staff evaluated the proposals. Walter P Moore was judged to be the highest qualified respondent for the requested services.
Respondents were evaluated in the following categories:
Walter P Moore outscored other respondents in all categories evaluated with the exception of the schedule. Walter P Moore also provided a well detailed project approach including:
· Document review
· Facility management interviews
· Visual survey
· Nondestructive evaluation
· Materials testing
· Summary report
Funding
The funding for this item is included in the Department of Utilities Capital Improvement Plan.
Action
Authorize Staff to Negotiate an Engineering Services Agreement with Walter P Moore for Preliminary Engineering Services for Project UT1503 Kaw Water Treatment Plant Structural Condition Assessment.
