RE:

Agenda Items 6/23/2015: Traffic Safety Commission, Marked Crosswalk across Lawrence Avenue to Holcomb Park

Background

At the May 4, 2015 Traffic Safety Commission meeting, the Commission heard a request for a MARKED CROSSWALK across Lawrence Avenue at Holcomb Park. The best location for a crosswalk that would serve pedestrians from the south and the north would be between 26th Street and Yellowstone Drive at the point  where the sidewalk extends out of Holcomb Park. However, since Lawrence Avenue is classified as  a “collector” street, a marked crosswalk would not add any additional safety without providing a pedestrian refuge island (see map of area and meeting materials).

Traffic Safety Commission Action

At the Traffic Safety Commission meeting, two (2) member of the public addressed the Commission, both in support of the request; no one spoke in opposition. The Commission, on a unanimous vote of 8-0, recommended  a MARKED CROSSWALK, together with a pedestrian refuge island and curb ramps across Lawrence Avenue at the extension of the sidewalk from Holcomb Park.

Funding

The cost to mark this crosswalk and construct the sidewalk ramps and pedestrian refuge island can be accommodated within the Public Works budget.

Action Request

It is recommended that the City Commission concur with the recommendation of the Traffic Safety Commission for a MARKED CROSSWALK, sidewalk ramps and pedestrian refuge island across Lawrence Avenue at the extension of the sidewalk from Holcomb Park between 26th Street and Yellowstone Drive.
