RE:

Agenda Items 6/23/2015: Traffic Safety Commission, Traffic Calming on 26th Street and on Atchison Avenue

Background

At the May 4, 2015 Traffic Safety Commission meeting, the Commission heard a request for TRAFFIC CALMING on 26th Street and on Atchison Avenue. Both streets are classified as “local” streets in a residential area. Traffic data obtained during April found traffic volumes below 1000 vehicles per day; however, 85th percentile speeds ranged from 37.1-40mph on 26th Street, and from 28.6-45mph on Atchison Avenue; therefore, both streets meet the minimum criteria for consideration of traffic calming (see map of area and meeting materials).

Traffic Safety Commission Action

At the Traffic Safety Commission meeting, eight (8) members of the public addressed the Commission, generally opposed to traffic calming on 26th Street, but, in support of traffic calming on Atchison Avenue. It was noted that 26th Street is a quiet street with very little traffic; however, the volume and speed of traffic on Atchison Avenue is very alarming. The Commission, on a unanimous vote of 8-0, recommended TRAFFIC CALMING on Atchison Avenue; but, recommended denying the request for TRAFFIC CALMING on 26th Street.

Funding

Although no funding is currently available for traffic calming, this project will be prioritized and added to the list of approved projects until funding is available.

Action Request

It is recommended that the City Commission concur with the recommendation of the Traffic Safety Commission for TRAFFIC CALMING on Atchison Avenue between Clinton Parkway and 26th Street.
