Agenda Items 06/23/2015: Traffic Safety Commission, Change Yield sign to Stop sign on southbound Haskell Avenue at 11th Street

Background

At the November 3, 2014 Traffic Safety Commission meeting, the Commission heard a request to change the existing Yield sign to a Stop sign on southbound Haskell Avenue at 11th Street. 11th Street west of Haskell Avenue and Haskell Avenue south of 11th Street are classified as “minor arterial streets”. During the past three (3) years, there has been one (1) reported crash at the intersection involving a southbound vehicle; on December 16, 2013, a southbound vehicle stopped at the Yield sign, then proceeded south and struck an eastbound vehicle entering the intersection (see map of area and meeting materials).

Traffic Safety Commission Action

At the Traffic Safety Commission meeting, no one from the public addressed the Commission concerning this item. Commissioners noted that the intersection seems to be operating pretty well and they hated to stop people there if they don’t need to. The Commission recommended, on a vote of 6-0, to recommend denying the request to change the existing Yield sign to a Stop sign on southbound Haskell Avenue at 11th Street.

Previous City Commission Action

At the January 13, City Commission meeting, the Commission requested that approach speed data be obtained.

Previous City Commission Action

Approach speed data obtained this spring found the average speed of traffic approaching from the north to be 15mph, from the south to be 20mph and from the west to be 17mph.

Action Request

It is recommended that the City Commission concur with the recommendation of the Traffic Safety Commission, if appropriate.
