Chair Chris Champagne called the meeting to order at 4:05 p.m.

 

Review and approve minutes from February 26, 2015

Duncan requested that the record be checked for accuracy regarding nominations for Vice Chair. Staff committed to review the audio recording of the meeting and make any necessary changes to the minutes.Duncan moved to accept the minutes with changes as noted. Seconded by Epperson; Passed 3-0.

 

Discuss 2012 IRC ordinance and significant changes to mechanical portions of 2015 IRC

The board had a discussion about section R1601.1.1, return air being conveyed from more than one floor level. Staff presented an illustration of the two options. The board suggested adding language to not allow multiple returns in one stud cavity.

 

The board had a discussion about requiring air connectors in certain situations and decided to allow air connectors for exhaust in areas inside the thermal envelope.

 

There was a discussion about the changes to the sheet metal thickness table (table M1601.1.1) and remove the amendment to keep as written in the code.

 

Staff asked if the board would entertain a change to the elevation of ignition source for furnaces located in garages that have sealed gasketed blower compartment doors.  The discussion ended with the board deciding to make a limited change to the elevation for the type of furnaces discussed.  Duncan also mentioned the new energy requirements will end up not allowing the furnace to be located in the garage.

 

Epperson asked what the purpose of contractors needing to submit the duct drawing for each new house.  Duncan said it was from making sure the duct system was sized properly and to reference it later if there is a problem.  Staff stated the requirement for the duct drawing has been in the code and was clarified by previous boards to require the submission of duct drawings for each job. 

Duncan stated that he was concerned about sealing all the longitudinal seams such as snap lock and button lock types.  He asked if staff could get a clarification on that part of the code changes.  Staff responded that he would look into it.

 

Duncan also asked for clarification on the change related to pulling more return from a room than what is supplied.       Staff said he would also look into it.

 

Duncan asked about make up air for kitchen exhaust hoods over 400 cfm and if the change was a significant or if the requirement had changed drastically.

 

Miscellaneous

Epperson asked staff what type of CEU’s the City will accept to meet the requirements for licensure when supply houses conduct classes.  Staff stated the City would accept any nationally recognized CEU’s and also any type of trade related training that was relevant to a technicians’ job.  If there might be a question of acceptance, just call Development Services and double check first.
