RE:

Traffic Safety Commission, Multi-Way Stop, 9th Street & Crestline Drive

Background

At the February 2, 2015 Traffic Safety Commission meeting, the Commission heard a request to establish a school crosswalk at the intersection of 9th Street & Crestline Drive; the request was denied; however, the Commission requested that the intersection be studied for a MULTI-WAY STOP. At the April 6, 2015 Traffic Safety Commission meeting, the Commission discussed establishing a MULTI-WAY STOP at the intersection.  Both 9th Street and Crestline Drive (south of 9th Street) are classified as “collector” streets. Traffic volume and crash data show that two (2) of the criteria for consideration of a MULTI-WAY STOP installation are met. Criteria B; there were five (5) reported crashes during the period 26 June 2012-17 June 2013. Criteria D; there were four (4) reported crashes during the period 22 May 2013-16 January 2014, and, the volume obtained during November 2014 exceeded 80% of the requirement (see map of area and meeting materials).

Traffic Safety Commission Action

At the Traffic Safety Commission meeting, one (1) members of the public addressed the Commission in support of the request, indicating that the neighborhood association would support any action taken by the Commission. In addition, e-mail correspondence was received supporting the request. Traffic congestion during peak hours and safety were identified as reasons for the support. The Commission briefing discussed a temporary installation, but, quickly nixed that idea. The Commission, on a unanimous vote of 6-0, recommended establishing a MULTI-WAY STOP at the intersection of 9th Street & Crestline Drive.

Action Request

It is recommended that the City Commission concur with the recommendation of the Traffic Safety Commission and establish a MULTI-WAY STOP at the intersection of 9th Street & Crestline Drive and adopt on first reading, Ordinance No. 9114, establishing the multi-way stop at the intersection 9th Street and Crestline Drive.
