Project PW1341: Wakarusa Drive, Oread West Drive to just North of Legends/Inverness Drive - Approve change orders

 

Background

Wakarusa Drive was reconstructed from Oread West Drive to north of Legends/Inverness Drive.  Previous to the reconstruction, this pavement had significant deterioration, rutting, cracking and base/subgrade failure.

 

The improvements on Wakarusa include:

-       Total pavement removal and reconstruction with a ten inch concrete pavement on a flyash treated subgrade

-       Two lanes in each direction (north and south) and a center turn lane

-       Bike lanes in both directions

-       Sidewalks on both sides

-       Intersection control at Wakarusa/Inverness in terms of a roundabout:

-       15 feet lanes in roundabout

-       12 feet truck apron

-       Splitter islands on all four quadrants for pedestrians to safely cross

-       Bike lanes on Wakarusa will end at the entrance to the roundabout. Cyclists should either “take the lane” and navigate through the roundabout similar to a motor vehicle or exit the road onto an 8’ sidewalk and cross the intersecting street

 

The project was awarded on June 24, 2014.  Construction began in early July 2014.  The intersection of Inverness/Legends Drive and all lanes were opened to traffic on January 2, 2015.  All other work including sidewalk and landscaping was completed on May 8, 2015. 

 

Change Orders & Quantity Overruns

During this project, additional costs from waterline, pavement, storm sewer, traffic phasing, irrigation, and sod occurred.  The table below lists the costs for these items.

Additional pavement was added west of Legends Dr to improve drainage and east of Quail Crest to replace pavement in poor condition.  New sidewalk was installed to provide ADA access to 4901 Legends Drive.

Additional Waterline

Additional waterline work to replace an existing 12" Waterline in poor condition and to protect an existing 24" waterline under the intersection of Wakarusa and Legends/Inverness Drive was completed.

Storm Sewer

Storm sewer was modified to collect private storm sewer at a lower elevation then proposed storm sewer.  Additional under drains were added through the intersection of Wakarusa and Legends/Inverness Drive where groundwater was identified.

 $        45,746.52

Additional Construction Phase

An additional phase was added to allow the contractor to continue to work as utility relocates in July and August took place.  Costs included temporary asphalt and additional traffic control.

 $        73,946.59

Irrigation, Sod, Seed, Berm, Fence, and Retaining Wall

At the intersection of Wakarusa and Legends/Inverness Drive the southwest corner had a berm and fence installed to reduce visibility to the property and the northwest corner had the proposed retaining wall extended.  Irrigation, sod and seeding quantities were overrun because of a larger than anticipated disturbed area caused by utility relocates.

Miscellaneous

Miscellaneous costs include a modification to a light pole foundation, the reinstallation of a monument box, and small overruns to line item quantities.

Project Funding

The total project cost with change orders is under the original $2,150,000 construction budget for the project. The project is being funded with infrastructure sales tax funds.

 

Action Request

Public Works staff requests approval of Change Orders to RD Johnson Excavating Co. in the amount of $221,060.25 for Wakarusa Drive, Oread West Drive to just North of Legends/Inverness Drive.
