RESOLUTION NO. 7122

 

A RESOLUTION OF THE CITY OF LAWRENCE, KANSAS ESTABLISHING AN AD-HOC WORKING GROUP ON ISSUE OF COMMUNITY NEEDS FOR POLICE FACILITIES

 

BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF LAWRENCE, KANSAS:

 

Section 1.      There is hereby established an Ad-Hoc Working Group on Issue of Community Needs for Police Facilities.   The Task Force shall be composed of seven (7) citizens of the City of Lawrence who shall have an interest in the subject of police facility needs for the community. The Mayor shall appoint members of the Task Force upon the approval of the City Commission.  The Mayor shall appoint the Chair of the Task Force, who shall convene the first meeting of the Task Force. The City shall provide appropriate City staff liaison to the Task Force, and shall provide appropriate research, data and recommendations at the request of the Task Force.

 

Section 2.      The scope of work of the Task Force shall include the following items:

 

  1. Review the consultant reports and documents that have been prepared related to a new police facility.
  2. Consider assumptions made related to staffing and needs that were taken into consideration in the development of those reports/plans.
  3. Review facility plans for possible efficiencies with other law enforcement agencies or functions, for example Municipal Court.

D.   Review how plans for a new facility would help the department in providing services to the community.

E.    Review any other appropriate topic that relates to the group’s report and recommendations on this subject.

F.    Consider funding options for improving police facilities. 

G.   Deliver a report that provides recommendations related to police facilities, taking into account the information reviewed and considered during its discussions.  Recommendations should specifically relate to how the City Commission should proceed with next steps related to the police facilities issue.


Section 3.      Meetings of the Task Force shall be open to the public.  Meeting minutes or notes shall be prepared and publicly available for review.  The Task Force shall make recommendations to the City Commission as it determines may be appropriate.    The Task Force should complete the work by November 17, 2015.
