RE:	Project PW1518 - City Bid No. B1536 O'Connell Road Improvements (Phase II) - Complete the street and storm sewer improvements for the entrance of Lawrence VenturePark

Project Background

Ø September 2010 - The City took ownership of the former Farmland Industries nitrogen fertilizer production plant on Highway K-10

Ø 2011 the City began demolition of the abandoned structures on the site removing over 1600 tons of scrap metals

Ø February 2012 the City contracted with Bartlett & West Engineers to develop a master plan and infrastructure plans for the future industrial land use of the property

Ø May 2012 the City held meetings with neighbors and businesses to discuss the concept plan

Ø December 11, 2012 the City Commission awarded the intersection improvements at O’Connell and K-10 including signalization and turn lanes into the Farmland site

Ø December 18, 2012 the City Commission approved the final plat

Ø January 31, 2013 - Plat filed

Ø City Commission approved Resolution No. 7011 and Resolution No. 7012 establishing March 5th for the public hearing on the Benefit District for infrastructure

Ø March 5, 2013 City Commission approved Resolution 7015 establishing the Benefit District for streets, storm sewer, grading and waterlines in the maximum amount of $7,855,000 and Resolution 7016 establishing the Benefit District for sanitary sewer improvements in the maximum amount of $1,725,000

Ø March 19, 2013 Infrastructure Project PW1224 Bid

Ø March 25, 2013 the City Commission awarded Project PW1224 to RD Johnson in amount of $4,984,556.30.

Ø October 8, 2013 the City Commission approved change order in the amount of $977,208.47 to R.D. Johnson

Ø January 28, 2014 - the City Commission approved change order in the amount of $1,356,172.10 to R.D. Johnson

Project Details

The original contract for Project PW1224, which constructed the streets, water lines and sanitary and storm sewer lines for Lawrence VenturePark, did not include all portions of the south bound lanes immediately north of the intersection of O'Connell Road and 23rd Street.  This stretch of roadway was planned to be phased due to its conflict with the existing electrical substation and its corresponding infrastructure.  Prior to this part of the roadways completion the existing substation had to be removed, however this could not take place until a new electrical substation was constructed and operational on its new location to the north northwest. The construction of Phase II will include the completion of the south bound lanes for O'Connell Road as well as corresponding storm sewer and sidewalks (see attached map). 

Project Funding

Resolution No. 7015 was approved by the City Commission on March 5, 2013 and set a maximum  amount of $7,855,000 for the benefit district.  To date the total project cost total $7,587,936.60 which leaves a balance of $267,063.40 for the completion of the engineering plans and construction.
