Award Bid No. 1523 and authorize the City Manager to execute the construction contract for project UT1426, Cedarwood Avenue Waterline Replacement, 25th Street to 26th Street.

 

Background

A new development, Southridge Addition No. 6, which will add 15 customers/meters to the waterline on Cedarwood between 25th Street and 26th Street, is currently being proposed.  The waterlines on Cedarwood between 25th Street and 26th Street have a history of breaks due to their age, material, and condition and they are also undersized for today’s standards. In order to limit the disruption to the current and future residents, the Utilities Department is proposing to initiate the waterline replacement prior to the construction of the proposed development.

 

Project Description

The Cedarwood Avenue Waterline Replacement Project, as shown on the attached map, includes the replacement of approximately 1350 linear feet of 6” 1960 cast iron and 2” galvanized waterlines with 8” and 2” plastic waterlines. The project also includes valves, fittings, fire hydrants and other miscellaneous appurtenances for the waterline located along Cedarwood Avenue from 25th Street to 26th Street.  The project will be completed within 120 calendar days from the date of the Notice to Proceed, per the contract documents.

 

Traffic Impacts

Local traffic will be maintained at all times.  The waterline replacement will require traffic control on Cedarwood Avenue between 25th Street and 26th Street with the road closed to thru traffic.  There will be temporary traffic restrictions at various locations along the length of the project to accommodate construction equipment and ensure a safe working environment for the contractor and the public.

 

Project Details

Professional Engineering Consultants completed construction documents for the project and it was advertised for bid on April 13, 2015. Bids were opened on May 5, 2015 and the bids listed below read publicly aloud.

Professional Engineering Consultants have reviewed the bids, qualifications, and current project commitments of the low bidder, Banks Construction, LLC, and, per the attached letter and bid tabulation, recommend awarding the bid to Banks Construction, LLC.

 

Project Funding

The project will be funded from the Department of Utilities bonded construction fund per the adopted Capital Improvement Project Scenario 5 for the 2013-2017 period.

Action

Award the construction contract for Bid No. B1523 to Banks Construction, LLC in the amount of $220,160.00 and authorize the City Manager to execute the construction contract for project, UT1426 Cedarwood Avenue Waterline Replacement, 25th Street to 26th Street.
