RE:

KDOT application for FY 2017 KLINK Funding

23rd Street (K-10), From Ridge Court to West of Ousdahl Street &

Iowa Street (US-59), From South of 23rd Street to North of 31st Street

Project Background

The “KLINK” (Kansas Connecting Links) resurfacing program of the Kansas Department of Transportation (KDOT) is intended to assist local governments with the maintenance and upkeep of the City Connecting Links of the State Highway System. Eligible streets in Lawrence include 6th Street/US 40, Iowa/US 59, North 2nd/US 40/US 59, and 23rd Street/K-10. While the City can expand the scope of a KLINK funded project to include geometric or other major improvements (e.g. widening to provide turn lanes, curb repair, sidewalks, bike paths/lanes, traffic signal improvements etc.), the state funds are to be used only for maintenance of the roadway consisting of various surface treatment measures (e.g. mill and overlay, patching, joint repairs etc.).

Previously KDOT has contributed fifty percent (50%) of all “eligible” costs of construction and construction inspection services, up to a maximum amount of $200,000. However this year KDOT has raised the maximum amount it will contribute to $300,000. The city is responsible for the balance of all eligible costs plus one hundred percent (100%) of all non-eligible costs, i.e. costs of geometric improvements or other major improvements of the roadway.

The city is also responsible for one hundred percent (100%) of the cost of engineering design services; typically, city staff provides the engineering design services and prepares the construction plans and specifications. Construction inspection is also provided by city staff. Following is a brief history of recent KLINK projects in Lawrence.

Project Details

The proposed FY2017 KLINK project: 23rd Street (K-10), From Ridge Court to West of Ousdahl Street and Iowa Street (US-59), From South of 23rd Street to North of 31st Street, would consist of mill and overlay and full depth asphalt patching where needed (see attached map).

The intersection of 23rd Street and Iowa Street was reconstructed last summer in 2014 as a capital improvement project. The 2014 KLINK project was planned to include the mill and overlay of 23rd from that Iowa project’s limits east to Ousdahl Street. However, scheduling conflicts with the construction of the 23rd and Iowa project prevented that stretch of 23rd Street between Iowa and Ousdahl from being paved. This proposed FY2017 KLINK project will include the omitted section of 23rd Street from the KLINK project last summer. This new FY2017 KLINK project will also repair deteriorated pavement on Iowa Street between 31st Street and 23rd Street. Paving this segment will complete a pavement rehabilitation corridor on Iowa Street from the southern city limits all the way up to 6th Street. Capital Improvement Projects at 23rd, 15th, and 6th & Iowa as well as the 2013 and 2015 KLINK projects in recent years have improved the pavement on Iowa in all the areas except what is recommended with this FY2017 KLINK project.

Based on current pavement condition, past work/maintenance history and traffic volume, the above proposed locations are considered to be the most eligible and high priority locations for our next KLINK project.  Staff strongly recommends submitting the FY 2017 KLINK funding application for this project.

Project Cost / Funding

Estimated Total Project cost:

$562,000.00

KLINK Funds:

   $281,000.00

City Funds:

          $281,000.00

Project Design and Construction Specifications will be prepared by city engineering staff and the cost for this work is not included in the project cost estimate shown above. Cost of construction inspection services (to be provided by city staff as well) has also not been included in the total project cost estimate.

City funds for this project would likely come from the general fund.

Project Status / Schedule

If approved for KLINK funding, construction of this project will be completed in summer of 2016.

Action Requested

If appropriate, authorize staff to submit application for KLINK funding (state fiscal year 2017) for 23rd Street (K-10), From Ridge Court to West of Ousdahl Street and Iowa Street (US-59), From South of 23rd Street to North of 31st Street resurfacing project.
