HOMELESS ISSUES ADVISORY COMMITTEE

 

December 9, 2014 Minutes (Lawrence City Commission Room)

 

Members present: Michael Brouwer (Douglas County Sheriff’s Office Re-Entry Program), Brad Cook (Bert Nash Homeless Outreach Team), Laurie Hooker (LDCHA), Lt. Matt McCluer (Salvation Army), Trent McKinley (LPD), Becky Peters (Family Promise), Cary Strong (Lawrence Business Community)

Public present:  Anna Van Schoelandt (Willow Domestic Violence Center), CJ Brune, John Gilbert, Cheryl Patrick (Kansas Statewide Homeless Coalition), Natasha Derakhshanian (Mid America Assistance Coalition)

 

The meeting was called to order at 8:29 a.m. by Chair Cook. 

 

ITEM NO. 1   Introductions

 

The members of the HIAC and public introduced themselves. 

 

ITEM NO. 2   Approval of the September 9, 2014 Minutes.

 

Motion by McCluer to approve the September 9, 2014 meeting minutes of the HIAC; Seconded by McKinley.

 

The motion passed 7-0.

 

ITEM NO. 3  Receive Bert Nash 2014 3rd Quarter Report.

 

There were no questions about the report.

 

ITEM NO. 4  Housing Vision Reports.

 

A. Non-Housing – 2015 Point-in-Time Count

 

Dresslar provided information on the 2015 Point-in-Time Count.  2015’s count will be both a sheltered and unsheltered count conducted on January 28, 2015.  Data will be collected for 3 days, asking where individuals stayed the night on January 28, 2015.  The format of the surveys is changing this year from using SurveyMonkey to being recorded on paper.  A few changes to the survey questions include gender of children will now need to be identified and transgender will need to indicate male to female or female to male. KDADS and PATH workers will help with both the sheltered and unsheltered count. Hooker asked how the duplicates are handled between all the agencies participating in the count.  Dresslar said the information that is asked on the survey (First Name, Middle Initial, Last Name and Date of Birth) allow them to sort and de-duplicate the data when it is entered. 

 

 

 

B. Emergency Shelter/Temporary Housing – Willow Domestic Violence Center

 

Anna Van Schoelandt, Director of Survivor Services at the Willow Domestic Violence Center, gave an update on recent activities and statistics. For the time period September to November 2014, they sheltered 53 women, 34 children and provided just under 2000 bed nights for those individuals.

 

The Willow has 3 advocates going to the Lawrence Community Shelter (LCS) on a rotating basis to meet with survivors of domestic violence to provide onsite support services. There is also a human trafficking coordinator working at LCS to provide onsite services; January is human trafficking awareness month.

 

The Jefferson County advocate position has now been filled, so they now have advocates in Douglas, Franklin and Jefferson Counties to provide supportive services.

 

Cook asked about the schedule for bus passes.  Van Schoelandt said the requests for payment are written the first of March and September.  The payments are then usually processed 30 days later, so the bus passes come in April and October.

 

C. Transitional Housing/Supportive Services – LDCHA

 

Hooker said she has also been going to LCS to help get housing applications completed.  LDCHA will also be contacting all the agencies to sign the new contracts to be providers for transitional housing.  They are trying to coordinate having the LCS be the provider until the individual is housed, then switch them over to another agency as a permanent provider.

 

D. Permanent Supportive Housing – Project Able

 

There was nothing new to report.

 

E. Permanent Housing – No report

 

ITEM NO. 5  Calendar/Miscellaneous

 

Dresslar reminded the committee that Cheryl Patrick, Executive Director of the Kansas Statewide Homeless Coalition is looking for office space in Lawrence.

 

Dresslar introduced a new member to the HIAC, Margaret Murphy of the Boys & Girls Club of Lawrence. There is still one opening for another committee member.

 

A memorial service for former HIAC member, Hubbard Collinsworth, was recently held at LCS.

 

Elections for HIAC Chair/Vice Chair will be conducted at the January 2015 meeting.

 

The next meeting of the HIAC will be January 13, 2015 and will continue quarterly after that.

 

ITEM NO. 6  Public Comment

 

Natasha Derakhshanian, System Administrator for Mid America Assistance Coalition (MAAC), spoke about the MAACLink software used to create statewide reports from data collected by local agencies. If other local agencies would like to participate in the data collection, it is a free system right now to use and she would be available to discuss it in more detail.  Dresslar added that the MAACLink software is important to meet HUD requirements of the CoC being on a coordinated assessment system.

 

Hooker stated that Charlotte Knoche, Director of Occupancy at the LDCHA, is retiring and a replacement will be hired.

Motion by Cook to adjourn the December 9, 2014 meeting of the HIAC; Seconded by McCluer.
