Execute Change Order No. 3 for Project UT1314, Lawrence Avenue Waterline Replacement increasing the contract amount by $28,652.50.

 

Background/Project Description

The Lawrence Avenue waterline replacement project, as shown on the attached map, includes the replacement of the existing 1978 12” ductile iron waterline from 31st Street to 27th Street. The project includes the installation approximately 2,960 lineal feet of 12” PVC waterline utilizing horizontal directional drilling as the primary installation method to minimize pavement removal and replacement and disturbance of existing surface features. The project will be completed in a single phase and is planned to be completed within 210 calendar days from the date that notice to proceed is issued.

 

Project History

The Lawrence Avenue waterline replacement project was evaluated as part of a preliminary design report, which established viable alternatives for alignment, project prioritization, construction cost estimates, and sequencing that will align with planned street rehabilitation work and budgeted funding. The assessment study identified the Lawrence Avenue waterline as the fifth priority for replacement due to the frequency of main breaks. The first three priority projects, 23rd Street (Iowa to Louisiana), North Iowa Street (Riverridge to Lakeview), and Mississippi Street from 3rd to 9th Streets, have been completed. The fourth priority project, Ellis Drive from 19th Street to Engel Road, is being coordinated with the University of Kansas as part of the redevelopment of the Daisy Hill and Stouffer Place housing facilities and is expected to be completed in several phases.

 

Project Details

Change Order No. 3 represents a net increase to the construction contract of $28,652.50 with no change to the contract times. Change Order No. 3 includes the final adjustment of bid items to reflect the installed quantities. Change Order No. 3 also includes costs to connect the existing 6” fire line to First Free Methodist Church of Lawrence directly to the new 12” waterline on the east side of Lawrence Avenue that was installed as part of this project. The 6” line was required instead of the 4” line approved in Change Order No. 2 to bring the fire line into compliance with Fire Medical requirements. Professional Engineering Consultants and Staff have reviewed the proposed Change Order No. 3 and recommend authorizing its execution.

 

Construction Contract Costs

Current Contract Total         $639,909.50

Change order cost adjustments related to items that were part of the original project scope are 3.9% of the original contract amount. Change order cost adjustments related to connecting the existing fire line directly to the new 12” waterline are 6.0% of the original contract amount. Change Order No. 3 is the final change order for this project.

 

Project Funding

The project is funded from the Department of Utilities bonded construction fund per the adopted Capital Improvement Project Scenario 5 for the 2013-2017 period.

 

Action

Authorize the City Manager to execute Change Order No. 3 to the existing construction contract with Schuetz Const, LLC for Project UT1314, Lawrence Avenue Waterline Replacement increasing the contract amount by $28,652.50.
