RE:	Project PW1406:  Solid Waste Facility Phase 1 Approval for Change Order 1

Project Description

The property at 2201 Kresge Road was acquired for the purpose of relocating Solid Waste operations and the Household Hazardous Waste Facility. Development of the property will occur in multiple phases.

Phase 1 (bid awarded, site work in progress): Construction of the Household Hazardous Waste (HHW) Facility on the northern portion of the property. The HHW facility will be approximately 5,100 square feet. The building will have a designated flammables room and “store front” area for the Product Reuse Program. Site development work is required to address water flow through the area. The project will include realignment of the stormwater drainage ditch along the west edge of the property, and construction of a new stormwater detention basin on the south.

Phase 2:  Construction of a building expansion for the existing office facilities as well as completion of site work (internal roads, parking, etc).

Future phases: The site plan allocates space in future phases for fueling facilities at the Kresge site.

Construction has started for Phase 1 and will be completed by the end of September. The (HHW) Facility will be relocated from the Douglas County Public Works yard, west of 23^rd Street and Haskell Avenue, so the County can market that property as they wish. The City of Lawrence received a grant from the Kansas Department of Health and Environment (KDHE) of $140,000 to assist in paying for the HHW facility.

Change Order Request

The project was bid in February, and plans were submitted for review for issuance of a building permit. Codes Enforcement staff identified several items which needed to be modified to meet current building and fire code standards for this type of facility. Revised plans address the code requirements. The total change order to complete is $19,027.

Project Funding

The project is funded through the Solid Waste Fund and a grant from KDHE. In preparation for this part of the project, funding has been set aside over several years.  In addition, the City of Lawrence received a grant from the KDHE for $140,000 to assist with construction of the HHW Facility.

Action

Approve change order for Solid Waste Facility Phase 1, PW1406, in the amount of $19,027, to contractor BA Green.
