04/21/15

CONSENT AGENDA:

  • Approve  a Special Event Permit, SE-15-00142, for Sertoma Club of Lawrence BBQ Fundraiser Competition on May 8 and 9, 2015 from 9:00 am on May 8 to 3:00 pm on May 9.  The event will be open to the public from 11:00 am-1:00 pm on May 9th. The event will take place in the parking lot of Rock Chalk Park, 100 Rock Chalk Lane. Submitted by Sertoma Club of Lawrence, on behalf of the City of Lawrence, property owner of record.

 

REGULAR AGENDA:

·         Conduct public hearing to consider the blighted house and accessory structure located at 1231 Pennsylvania Street to be repaired or demolished.

·         Conduct public hearing to consider the vacation of a drainage easement at 2604 Lazy Brook Lane and 2608 Lazy Brook Lane as requested by property owner Grand Builders, LLC.

·         Authorize the City Manager to sign the “BizFuel” Memorandum of Understanding during 2015 Small Business Week (5/5/2015).  “BizFuel” is a Public/Private Partnership that will employ a collective impact approach to assist Small to Medium Enterprises (SMEs) to start, grow, add jobs, and succeed. Partners will work collaboratively to provide strategic efforts for SMEs in Lawrence and Douglas County.

 

·         Approved a Special Use Permit, SUP-15-00019, for 12th & Haskell Recycle Center, to permit expansion of a Scrap and Salvage Operation, in conjunction with a Recycling, Collection and Processing Center, located at 1010 E 11th Street on approximately 5.83 acres. Submitted by Bartlett & West, Inc., for Robert B. Killough, property owner of record. Adopted on first reading, Ordinance No. 9100, for a Special Use Permit (SUP-15-00019) for 12th & Haskell Recycle Center, to permit expansion of a Scrap and Salvage Operation, in conjunction with a Recycling, Collection and Processing Center, located at 1010 E 11th Street. ·         Provide policy direction to staff related to small business eligibility under current investment and job creation thresholds in the city’s property tax abatement policy and inclusion of nuisance related criteria and clawbacks in city economic development performance agreements.    Staff Memo & Attachments

 

·         Continue discussion on proposed City Fiber Policy and fiber leasing framework.  CTC representative presentation and consider adopting Resolution No. 7097, adopting the city fiber policy and fiber leasing framework.

 

·         Consider adopting on second and final reading, Ordinance No. 9086, establishing a revitalization area and approving a Neighborhood Revitalization Area plan for 705 Massachusetts Street.

 

ACTION:      Adopt on second and final reading, Ordinance No. 9086, establishing a revitalization area and approving a Neighborhood Revitalization Area plan for 705 Massachusetts Street, if appropriate.

 

·         Consider applicant appeal in accordance with 20-308(g) of the Land Development Code of the Historic Resources Commission’s denial of the demolition application for the structure located at 620 E 8th Street. The Historic Resources Commission determined that as proposed, the demolition application does not meet the intent of the Design Guidelines 8th and Penn Neighborhood Redevelopment Zone for the 8th and Pennsylvania Urban Conservation Overlay District.
