A.        STATE OF CITY ADDRESS:

 

1.       Mayor Amyx will deliver the State of the City Address.

 

 

 

 

B.        RECOGNITION/PROCLAMATION/PRESENTATION:

 

1.       Proclaim the week of April 12 – 18, 2015 as Week of the Young Child.

 

 

C.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Approve City Commission meeting minutes from 02/10/15.

 

2.       Receive minutes from various boards and commissions:

 

Aviation Advisory Board meeting of 02/05/15

Horizon 2020 Steering Committee meeting of 03/23/15

Mechanical Code Board of Appeals meeting of 02/26/15

Plumbing Code Board of Appeals meeting of 02/18/15

 

3.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

4.       Approve licenses as recommended by the City Clerk’s Office.    

 

5.       Approve appointments (updated 04/13/15) as recommended by the Mayor.

 

6.       Bid and purchase items:

 

a)       Approve the sole source purchase of digital Panasonic cameras from Midwest Digital Technologies, in the amount of $27,716.39, for Project No. PW1439 - Riverfront Garage and Project No. PW1440 - Vermont Street Garage.    Bid Memo

 

b)       Approve the sole source purchase of one (1) tandem axle dump truck with front plow, spreader, and wing plow for the Streets Division, from Truck Center Companies of Wichita, for $146,651, utilizing the State of Kansas Contract.   Bid Memo

 

c)       Approve the sole source purchase of one (1) John Deere 6110M Cab Tractor for the Parks and Recreation Department, from Deere & Company, for $59,993.76, utilizing the State of Kansas contract.   Bid Memo & Attachments

D.        CITY MANAGER’S REPORT:          Report & Attachments

 

 

ADDRESSING THE COMMISSION:         The public is allowed to speak to any regular agenda item or give public comment after first being recognized by the Mayor.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

 

E.         REGULAR AGENDA ITEMS:          

 

1.       Receive comments from Mayor Amyx and City Commission.

 

2.       The City Clerk will conduct swearing in of newly elected City Commissioners.  The new City Commission will be seated.

 

3.       Conduct election of Mayor.

 

Mayor Amyx will receive nominations for Mayor.  Nominations for Mayor will be closed.  City Commissioners will vote for the position of Mayor.

 

4.       Conduct election of Vice-Mayor.

 

The Mayor will receive nominations for Vice-Mayor.  Nominations for Vice-Mayor will be closed.  City Commissioners will vote for the position of Vice-Mayor.

 

5.       Comments of Mayor and City Commissioners.

Community Development Advisory Committee:

One vacancy for a position that expired 09/30/14 and one vacancy for a position that expires 09/30/15. Both positions are designated for low/mod areas.

 

Contractor Licensing Board:

One vacancy for a position that expires 12/31/17. Three additional positions expired 12/31/14, with one position eligible for reappointment. Eligibility requirements exist for this board.

 

Convention & Visitors Bureau Advisory Board:

One vacancy for a position that expires 07/01/18.

 

Electrical Code Board of Appeals:

One vacancy for a position that expires 03/31/15. Eligibility requirements exist for this board.

 

Historic Resources Commission:

One vacancy for a position that expired 03/01/15. Eligibility requirements exist for this board.

 

Human Relations Commission:

One vacancy for a position that expires 09/30/15.

 

Lawrence Alliance:

Two vacancies for positions that expired 11/30/14 and three vacancies for positions that expire 11/30/15. Four additional positions expired 11/30/14 and are all eligible for reappointment to additional terms.

 

Lawrence Citizens Advisory Board:

One vacancy for a position that expired 03/01/15. Two additional positions expired 03/01/15 and are eligible for reappointment.

 

Lawrence Douglas County Advocacy Council on Aging:

One vacancy for a position that expired 12/31/14. Four additional positions expired 12/31/14 and all are eligible for reappointment to additional terms.

 

Mechanical Board of Appeals:

One position expired 03/31/14. Eligibility requirements exist for this board.

 

Pedestrian-Bicycle Issues Task Force:

This is a new task force, established by Resolution No. 7106, adopted on March 24, 2015.  Eleven members of the pubic shall be appointed to this task force.

 

Public Incentive Review Committee:

One vacancy for a position that expires 01/31/16. This position is designated for a representative recommended by the Sustainability Advisory Board.

 

Public Transit Advisory Committee:

One vacancy for a position that expired 12/31/14. 

 

Sales Tax Audit Committee:

Two positions expire 04/30/15 and are not eligible for reappointment.

 

Sister Cities Advisory Board:

Four vacancies for positions that expired 12/31/14. One additional position expired 12/31/14 and is eligible for reappointment to additional terms. One vacancy for a position that expires 12/31/15.

 

Traffic Safety Commission:

One vacancy for a position that expires 04/30/16.
