Award Bid No. 1517 and authorize the City Manager to execute the construction contract for project UT1428, 10th Street and New York Street Watermain Relocation.

 

Background

USD 497 is currently undergoing renovations to New York Elementary School.  As part of these renovations, they are relocating an existing sanitary sewer that runs under the elementary school.  The new sewer main will be rerouted West on East 10th Street from an existing manhole adjacent to the alley between New Jersey and New York to an existing manhole adjacent to the alley between New York and Connecticut.  During design of this relocation, it was realized that the existing 24” Water Transmission Main running North/South along the West side of New York Street was directly in the way of the proposed sanitary sewer.  Due to the grades of the existing sewers, the proposed sanitary line could not be adjusted to clear the watermain.

 

Project Description

The 10th and New York Waterline Relocation Project, as shown on the attached map, includes the relocation of the existing 24” 1975 ductile iron water transmission main in order to allow for the installation of the new sanitary sewer line. The project includes the relocation of approximately 100 linear feet of 24” ductile iron water transmission main utilizing conventional excavation and backfill. The project also includes temporary linestops, fittings, and other miscellaneous appurtenances for the work to be completed.  The project is planned to be substantially complete within 60 calendar days from the date that notice to proceed is issued.

 

Traffic Impacts

During the relocation of the watermain, the West leg of the intersection at 10th and New York will be closed to traffic for the duration of the project.  The remaining three legs of the intersection will remain open. Thru traffic on 10th Street will be detoured north to 9th Street for one block then back to 10th Street.  A detailed detour and traffic control plan is attached.  10th Street between New York and Connecticut will be closed to thru traffic but will remain open to local traffic.  Full road closure limits will be minimized so residents can maintain access to their property at all times.  See the attached general road closure map

 

The following steps will be made to notify the public of the upcoming construction and road closure:

-       New York Elementary School has been contacted and Utilities Department Staff is working with the School to minimize the impacts to busses, student drop off and pick up, and students walking to school.  A detailed pedestrian control plan will be generated from this communication with the school and included in the bid set of plans.

-       Prior to the start of construction a neighborhood meeting will be held where project details, including traffic impacts, will be discussed with the surrounding neighborhood.

-       A news release will be sent out at least 5 days prior to the closure of 10th Street.

-       A note regarding the road closure on 10th Street will be included on the weekly “City infrastructure improvement project list” that is published on the City’s website.

 

Project Details

Professional Engineering Consultants completed construction documents for the project and it was advertised for bid on March 11, 2015. Bids were opened on March 31, 2015 and the bids listed below read publicly aloud.

Professional Engineering Consultants have reviewed the bids, qualifications, and current project commitments of the low bidder, Schuetz Construction, LLC, and, per the attached letter and bid tabulation, recommend awarding the bid to Schuetz Construction, LLC.

 

Project Funding

The project will be funded from the Department of Utilities bonded construction fund per the adopted Capital Improvement Project Scenario 5 for the 2013-2017 period.

Action

Award the construction contract for Bid No. B1517 to Schuetz Construction, LLC in the amount of $138,915.00 and authorize the City Manager to execute the construction contract for project, UT1428 10th Street and New York Street Watermain Relocation.
