Project Background
Part of the Utilities Departments efforts at I/I reduction is to repair/reconstruct existing sewer lines that are a source of I/I. CIPP is one of the methods used. The CIPP method involves lining the inside of vitrified clay pipe sanitary sewer mains without excavation. Therefore, there is very little disruption above ground.
The Utilities Department has a multi-year plan to rehabilitate city owned infrastructure using this trenchless method. Line segments are selected for rehabilitation based on several factors. These factors include:
· Known defects based on maintenance and TV inspection records
· Pipe Age
· Pipe Material
· Presence of unused taps or connections that may contribute inflow/infiltration
· Depth
· Above ground conditions
CIPP is a cost effective method of sewer main rehabilitation when compared with other more invasive methods. As an example, the cost of 8-inch sewer main rehabilitation for this project is $22.50 per foot compared to open trench sewer replacement projects that have averaged more than $300 per foot for 8-inch sewer main.
Project Summary
The original contract included approximately 38,424 feet of storm and sanitary sewer lining and rehabilitation of 80 sanitary sewer manholes. The project was awarded to SAK Construction, LLC on September 16, 2014 and given notice to proceed on October 30, 2014.
Project Status
Change order #1 includes costs associated with high priority scope items added to the project. A total of 1,230 linear feet of 8 sanitary sewer along 15th Street between Naismith Drive and Engel Road was added to the project in preparation of planned street improvements in the area. The cost associated with this work is $27,675.00 and is shown in attached map 67. The filter backwash water drain pipes at the KAW Water Treatment Plant (WTP) were recently found to be clogged and severely cracked. Repairing the pipes shown in attached map 68 quickly is critical to maintain normal operations at the Kaw WTP and avoid expensive open trench replacement. Due to the proximity to the BNSF railroad and several large water transmission mains, replacing the 600 linear feet of 24 and 16 pipes with traditional open trench construction is not cost effective when rehabilitating these pipes using trenchless CIPP methods will cost $29,131.25. The remaining $9,671.25 of this change order is associated with numerous adjustments to the scope related to extending the originally scoped rehabilitation to adjacent sewers due to access issues and customizing the liner for unknown size transitions.

The project is included in the Department of Utilities 2014 Rate Plan and Capital Improvement Program.
Action
Authorize the City Manager to execute Change Order #1 to the construction contract with SAK Construction, LLC for project UT1424 2014 Cured In Place Pipe Rehabilitation increasing the contract amount by $66,477.50.
