RE:

Engineering Services - Baldwin Creek Trail

Background

The Parks and Recreation Department received four (4) responses to an RFQ to provide engineering and design services for the Baldwin Creek Trail Project. CFS Engineers provided the best proposal at the most reasonable estimated cost.

As part of the contracted services, CFS Engineers will look at crossing options, surfacing options, and routing options to provide design alternatives for the City to consider.

The trail project will be funded through a Kansas Department of Wildlife, Parks and Tourism grant through the Federal Recreational Trails Program. This grant program provides eighty percent (80%) of a project’s total cost, on a reimbursement basis, for eligible recreational trail and trail related projects.

The trail will start on Queens Road and head southwest along the Baldwin Creek until it meets the newly constructed trails in Rock Chalk Park.

Project Funding

A $400,000 project was submitted and approved for grant funding. The City will fund the entire amount of the construction project. The 80/20 grant, will reimburse expenses up to $320,000. The remaining project costs will be paid from Sales Tax Reserve.

It is estimated engineering and design services for this project will cost $39,556.62

Action Requested

Authorize the City Manager to enter into an agreement with CFS Engineers for design and engineering of the Baldwin Creek Trail Project.
