Request for Assistance: Cedarwood Senior Cottages |
Introduction
The City received a request on January 28, 2015 from Tenants To Homeowners (TTH) for City assistance in support of the proposed Cedarwood Senior Cottages project. This $2.1 million project, to be located next to the United Way building at 2525 Cedarwood Ave., will provide 14 affordable-rate, senior living townhomes. Construction on the project is anticipated to start March 2015, with estimated completion in the summer of 2016.
As an affordable housing project, TTH has obtained grant funding, project income and financing for the project. However, the applicant is estimating a remaining funding gap of $135,000. TTH is requesting the City cover approximately $100,000 of this gap by providing assistance with project neighborhood infrastructure and improvements.
Infrastructure/Improvements Requested
Specific requested assistance is shown below, along with the applicant’s estimated expenses and corresponding City estimates. Some of the expenses apply only to the project, while others benefit both the project and neighborhood. Note that City support is through avenues that won’t impact the General Fund balance.

Staff Recommendation
Staff is supportive of the project and suggests City partnership in the project. In addition, any funding gap assistance is recommended to be through avenues that won’t impact the General Fund balance.
If assistance is authorized, Staff recommends a reimbursement agreement between the City and Applicant detailing related improvements, expenses, City and applicant responsibilities, and reimbursements.
Action Requested
City Commission to authorize funding for public improvements and infrastructure related to the Cedarwood Senior Cottages project in support of expanding affordable-rate housing options for seniors, if appropriate.
If improvements are authorized, the City Commission to decide the amount of expenses to be covered, including City performed work and reimbursements.
