Event Permit – 2015 Sandbar Birthday Party (August 7 – 8, 2015)

 

The Sandbar has requested a Street Event Temporary Use of Right-of-Way Permit to close the 100 block of E. 8th Street (see attached map) from 12:00 p.m. on Friday, August 7, 2015, to 1:30 a.m. on Sunday, August 9, 2015, for the 2015 Sandbar Birthday Party. They have also requested an ordinance to allow the sale, possession and consumption of alcohol within the public right of way. The event would feature live music, food vendor(s), and a beer garden area.

 

The request to sell, possess and consume alcohol within the public right of way has been reviewed pursuant to City of Lawrence Code, Chapter IV, Article 1, Section 4-113 and the event was not found to be within 400 feet of a church or school.

 

The sale, possessions and consumption of alcohol on the right-of-way is generally prohibited, unless the City Commission adopts an ordinance exempting an area from that prohibition. The attached Ordinance No. 9094 would temporarily allow the sale, possession, and consumption of alcohol in the 100 block of E. 8th Street during this event.

 

The applicant has obtained written permission from the adjacent property owners to hold this event over multiple days. The city has also sent out notice of this event and pending City Commission action to adjacent property owners.

 

In addition, Police, Parks and Recreation, Public Works, Fire/Medical, Lawrence Transit, Downtown Lawrence, Inc., and the Chamber all have reviewed this permit with no issues.

 

ACTION

Approve a Street Event Temporary use of right-a-way permit allowing the closure of the 100 block of E. 8th Street from 12:00 p.m. on Friday, August 7, 2015, to 1:30 a.m. on Sunday, August 9, 2015, for the 2015 Sandbar Birthday Party.

 

Adopt on first reading, Ordinance No. 9094, allowing the sale, possession and consumption of alcohol in the 100 block of E. 8th Street during the event.
