2015 Rev it Up! Hot Rod Hullaballoo

 

Stephen and Michelle Chronister have requested permission to close Massachusetts Street from 11th Street to 13th Street on Saturday, September 26, 2015, for the Rev it Up Hot Rod Hullaballoo event (see attached traffic control plan). This event has occurred at this location since 2011. The event would take place in the eastern half of South Park and would be a hot rod and custom car show featuring vendors and live music in the park, and hot rods parked on the closed section of Massachusetts Street. The event will be a fundraiser for local charities.

 

The request to sell, possess and consume alcohol within the park has been reviewed pursuant to City of Lawrence Code, Chapter IV, Article 1, Section 4-113 and the event was found to be within 400 feet of a church or school. Pursuant to code requirements, staff has notified the churches that a public hearing regarding this request will be held on March 24, 2015 at the City Commission meeting. There will be no alcohol sold, possessed, or consumed within the public right of way; therefore an ordinance to possess alcohol is not needed.

 

Event notification was sent out to adjacent property owners on February 6, 2015 advising them of the event as well as being on the March 24, 2015 City Commission agenda. In addition to this notice, coordination with Parks and Recreation, Public Works, Police, Fire/Medical, Lawrence Transit, the Chamber of Commerce, and Downtown Lawrence, Inc. was completed with no issues be identified.

 

The event would close Massachusetts Street from 11th Street to 13th Street from 6:00 a.m. – 6:00 p.m. on Saturday, September 26, 2015. Vehicles would also be parked along New Hampshire Street from 12th Street to South Park Street, and on North Park Street from Massachusetts Street to Vermont Street. Any use of the Law Enforcement Center parking lot or North Park Street east of Massachusetts Street would have to be with the permission of Douglas County.

 

Action

Conduct a public hearing regarding a distance limitation waiver request for the 2015 Rev it Up Hot Rod Hullaballoo event to be held in South Park on Saturday, September 26, 2015 and find that the proximity of the temporary sale of alcoholic liquor for the event is not adverse to the public welfare or safety and grant a distance limitation waiver.

 

Approve a street event temporary use of public right-of-way permit for the closure of Massachusetts Street from 11th Street to 13th Street from 6:00 a.m. – 6:00 p.m. on Saturday, September 26, 2015 for the Rev it Up Hot Rod Hullaballoo, as well as the use of parking along North Park Street and New Hampshire Street adjacent to South Park.
