The Lawrence Arts Center (LAC) request for city approvals and support for the 2015 Free State Festival:

 

The event has three components: outdoor digital media displays on various private and public buildings throughout the Lawrence Cultural District June 22 – 28; outdoor film showings at the Lawrence Arts Center (South Wall/green space) June 5, 12, 19 and 26; and outdoor music on Wednesday, June 24 and Saturday June 27.  LAC staff mailed notification of the City Commission consideration of this item to properties located near the outdoor event and display sites. The various components of this request for approval/support follow.

 

 

1.   Outdoor Digital Media Displays

LAC plans for outdoor digital media displays (equipment, projections) will not affect Public Right-of-Way, however, there may be individuals in groups viewing the displays along sidewalks.  The addresses for the displays are attached.  Building owners have been contacted and we are in the process of receiving permissions from them.  The letters of permission received to date are attached.

 

2.   Outdoor Movies June 5,12,19,26

LAC plans for outdoor movies June 5, 12, 19 and 26 in our green space located South of our building between the LAC and the Salvation Army beginning at 9PM and ending no later than midnight. These films will not affect the Public Right-of-Way. A letter of support from the Salvation Army will be submitted.

 

3.   Outdoor Music and Street Parties – June 24* and 27*

The LAC has requested a Temporary Use of Public Right-of-Way Permit for the use of New Hampshire Street – between the South Entrance of the 9th and New Hampshire Parking Garage to 9th Street.  The street will be closed from 12PM on Wednesday, June 24th until midnight; then the street will be closed from 12PM on Saturday, June 27th until midnight. Letters of support for these closures and signage by the Salvation Army, Town Place Suites Marriott, and US Bank will be submitted.

 

*In the case that a performer or musical group needs to perform on a night other than these two designated evenings, the Lawrence Arts Center will shift to another night during the week of June 22 – 28th.  However, the Lawrence Arts Center will hold no more than two street events during that week.  We will confirm our schedule by April 1st.

                  

 

Outdoor Music and Street Parties – June 24* and 27* - cont.

 

 

The LAC would place bags on meters on New Hampshire Street at 12PM on Wednesday and Saturday, June 24 and 27. Access to the parking garage will be available at the 10th and New Hampshire entrance (South) and at the 9th Street North entrance.  Per our agreement with the Town Place Suites Marriott, one parking space on both the East and West sides of New Hampshire just South of the stop sign at 9th & New Hampshire will be designated guest registration spots for the Town Place Suites Marriott guests.

Temporary sale, possession and consumption of alcohol

 

The LAC has requested a permit for the temporary sale, possession and consumption of alcohol in the described street location on New Hampshire during the outdoor music and street parties beginning on Monday, June 22nd at 12PM until Saturday, June 27th at 11:59AM.  This will cover our needs for the week.  We will only have two outdoor street parties, but have asked for permitting for the week in the case that we need to shift our plans to an alternate evening within the week.

The estimated Police Department staffing resources needed to manage the event are as follows: NONE

Trash services

The LAC has requested placement of an additional 12 trash barrels downtown during the street party and outdoor music events. LAC staff or volunteers will be responsible for emptying these trash barrels as needed.

 

The LAC is requesting the donation of a 20 yard box from the solid waste division for the evenings of the outdoor street events.

 

Miscellaneous city services

The LAC has requested a number of other items of support from the city. These items can be accommodated by the Public Works Department.
