RESOLUTION NO. 7106

 

A RESOLUTION OF THE CITY OF LAWRENCE, KANSAS ESTABLISHING A PEDESTRIAN –BICYCLE  ISSUES TASK FORCE AND ESTABLISHING MEMBERSHIP AND DESIRED SCOPE OF WORK OF THE TASK FORCE

 

BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF LAWRENCE, KANSAS:

 

Section 1.      There is hereby established a Pedestrian-Bicycle Issues Task Force.   The Task Force shall be composed of eleven (11) citizens of the City of Lawrence who shall have an interest in the subject of pedestrian and bicycle issues within the community.  The Mayor shall appoint members of the Task Force upon the approval of the City Commission.  The Mayor shall appoint the Chair of the Task Force, who shall convene the first meeting of the Task Force.    The City shall provide appropriate City staff liaison to the Task Force, and shall provide appropriate research, data and recommendations at the request of the Task Force.

 

Section 2.      The scope of work of the Task Force shall include the following items:

 

a.    Review of history of City pedestrian and bicycle issues, including policies, laws,  and funding;

b.    Review best practices from other communities on pedestrian and bicycle issues;

c.    Review the City’s current advisory board structure for pedestrian-bicycle issues, and provide recommendations to the City Commission;

d.    Review the City’s current practice for funding and building sidewalks within the community, including sidewalks built during development, sidewalks built during street projects, and sidewalks built to connect gaps in the sidewalk network;  provide recommendations on this practice and possible improvements in prioritization and funding;

e.    Review the City’s current practice related to sidewalk improvements for individuals with disabilities and provide recommendations;

f.     Review the City’s current practice related to practice related to pedestrian and bicycle safety for school-age children; provide recommendations on this practice and possible improvements in prioritization and funding;

g.    Review State and City laws concerning sidewalk maintenance responsibilities, review related staffing and funding issues related to City practices, and make recommendations on this issue;

h.    Review City practices concerning bicycling within the community, including bicycle facility construction and reconstruction, funding issues for bike facilities and other issues related to the promotion of bicycling within the community.

i.      Provide other recommendations, including recommendations for sustainable funding, as it relates to pedestrian and bicycle issues.

 


Section 3.      Meetings of the Task Force shall be open to the public.  Meeting minutes or notes shall be prepared and publicly available for review.  The Task Force shall make recommendations to the City Commission as it determines may be appropriate.    The Task Force should complete the work by December 31, 2015.
