RE:

Extension of Advisory Board Member Terms

Building Safety Division staff has begun working with the City’s building and trade advisory boards to review the 2015 editions of the International Code Council building and trade codes.  This will be an approximate 8-10 month process (for which a more comprehensive staff report is forthcoming).  There are two advisory board members, Steve Burd (Plumbing Code Board of Appeals) and Verlon Myers (Electrical Code Board of Appeals) that have terms that will expire in 2015 during this code review process.  Mr. Burd fills a position on the PCBA that is reserved for a journeyman or master plumber, and Mr. Myers holds a position on the ECBA that is reserved for an electrical contractor.  Both gentlemen are completing their second terms on the Boards and would not ordinarily be eligible for re-appointment; however, both have indicated their willingness to continue to serve on their respective Board until the 2015 code review process is completed.

Staff requests and recommends that the Mayor and City Commission consider extending Mr. Burd’s and Mr. Myers’ Board terms through June 30, 2016 to allow them to complete their willing participation in review of these new code editions.

Both Mr. Burd and Mr. Myers have served on their respective Boards through the review and adoption of the 2012 cycle of codes, and both are highly knowledgeable  of the construction industry generally, and plumbing and electrical trades specifically.  Their knowledge and experience would be of great benefit to the process of reviewing 2015 codes for possible adoption by the City.  Extending their terms would avoid possible disruption and confusion during the review process.  Once the 2015 review process is complete, recruitment to permanently fill the remaining terms of the positions could begin.
