Resolution No. 7107 Authorizing Water & Sewer Financing for 2015 CIP Projects

Background

The water and wastewater projects below were included in the water and wastewater master plans reviewed by the City Commission on March 12, 2013. Staff proposes revenue bond financing for these projects, with repayment from revenues from the water and wastewater fund. An estimated $2.0 million in cash may also be used to finance 2015 projects.

The projects include some or all of the following activities: study, design, property acquisition, construction, and construction services.

Water Projects

2015

Watermain Assessment, Relocation, Rehabilitation, Replacement

$4,096,900

Clinton Intake

$517,400

Clinton Plant and Kaw Plant Maintenance and Improvements

$1,449,300

Taste and Odor/Clinton Process Improvements

$4,500,000

Total Water

$10,563,600

Total Wastewater

$14,460,200

In addition to the project costs above, issuance costs and a debt service reserve will need to be included in the project authorization.  As a result, it is recommended that the City Commission adopt Resolution No. 7107, authorizing the amount of $17,400,000 to fund the 2015 projects in the water and wastewater master plans, pay for issuance costs, and establish a debt service reserve fund.

The Resolution must be published and a 15-day protest period must expire prior to the execution of any construction agreements to begin the projects.
