Background & Project Description

The Kaw Water Treatment Plant Chemical and Filter Building was originally constructed in 1916 and was expanded in 1954. Most recently, the building has had exterior brick rehabilitation completed in 2008 and 2009, and the roof on the 1916 maintenance shop area was replaced in 2010. The adjoining filter and office area roof is a built-up, gravel-ballasted roof that has been repaired several times over the last few years, and has exceeded its useful life. The roof is exhibiting large blisters in a number of areas, and has a leak in the northeast corner. The attached Kaw exhibit shows the areas described above.

The Clinton Water Treatment Plant was originally constructed in 1977 and underwent an expansion in 2002.  As part of the 2002 expansion, a modified bitumen roofing system was installed. The roof has outlived its useful life.  The existing roof has been patched multiple times and is exhibiting widespread blistering, debonding, failure of flashings and pitch pans, and water infiltration into occupied spaces. The Clinton WTP Roof Replacement Project will replace the roof system over the entire treatment plant, as shown in the attached Clinton exhibit, utilizing the same PVC roof system and details as the Kaw Roof Project. 

Project Details

Walter P. Moore completed construction documents for the project. It was advertised for bid on February 2, 2015. Bids were opened on February 24, 2015 and the bids listed below were read publicly aloud.

Walter P. Moore has reviewed the bids, qualifications, and current project commitments of the low bidder, Diamond Everley Roofing Contractors and has taken no exceptions with the information provided in the bid package.  In the attached letter and bid tabulation, Walter P. Moore did raise concern about a past experience with the City of Lawrence that led to the contractor being charged liquidated damages due to the contractor exceeding the allowable contract time.  City Staff reviewed the recommendation from Walter P. Moore and understand the concerns with manpower, scheduling, and documentation. City Staff believes these issues can be addressed up front and can be managed appropriately throughout the construction process.  During construction of the previously mentioned roofing project, there were no concerns with the contractor’s installation practices, application or quality of the roofing system, therefore, City Staff recommends the award to Diamond Everley Roofing Contractors for the Base Bid amount of $297,180..

Project Funding

The project was budgeted in the 2015 Capital Improvement Project Budget and is funded from the Department of Utilities Non-Bonded funds.

Action

Award the construction contract for Bid No. B1501 to Diamond Everley Roofing Contractors for the Base Bid in the amount of $297,180.00 and authorize the City Manager to execute the construction contract for project, UT1416 Kaw & Clinton Water Treatment Plant Roof Replacement.
