Background/Project Description

The North Lawrence Drainage Study (NLDS) was received by the Lawrence City Commission in January 2006.  Upgrading the pump station on Maple Street in North Lawrence was one of the recommendations of the NLDS.  It also detailed the upgrading of the storm sewer infrastructure both up and downstream of the pump station.  The project has a design and construction budget of $4.5 million to be funded with the infrastructure sales tax fund.

 

Several public meetings have been conducted during the course of the design work.  These meetings consisted of a general public information meeting at the Train Depot, a presentation to the North Lawrence Improvement Association, as well as meeting with individual property owners. The engineering drawings for the project have been reviewed and approved by the U.S. Army Corps of Engineers. 

 

Project Status

The City Commission set a bid date of February 24, 2015 for the Maple Street Pump Station at the February 3, 2015 meeting.  After hearing concerns from contractors at a mandatory pre-bid meeting on February 18, 2015, the bid opening was extended one week to March 3, 2015. 

 

Bid Details

On March 3, 2015, bids were received for the Maple Street Pump Station - Project PW1133 – City Bid No. B1503 from the following two (2) bidders.  The bids were opened and the lump sum bids listed below publicly read aloud.

A bid alternate for additional storm sewer upstream of the pump station was also publicly read aloud at the bid opening.  Details are summarized in the attached bid tab.  Since the lowest bid exceeds the Engineer's Estimate, the Public Works Department recommends that the bids be rejected.

 

In order to reduce project costs, the overall scope of the project will be reviewed. In addition, discussions with the bidding contractors will be held to help determine construction concerns, sequencing, and methodology.  Staff will make a recommendation for a future rebidding date once the information listed above has been collected and reviewed. 

 

Staff has also contacted the North Lawrence Improvement Association and made it aware of the current bidding situation and the plan of action from this point forward.
