Background/Project Description
The Bob Billings Parkway waterline replacement project, as shown on the attached map, includes the replacement of the existing 1997 12” ductile iron waterline from George Williams Way to Bobwhite Drive. The project includes the installation of approximately 2,100 linear feet of 12” PVC waterline utilizing horizontal directional drilling as the primary installation method to minimize pavement removal and replacement and disturbance of existing surface features. The project will be completed in a single phase and is planned to be completed within 120 calendar days from the date that notice to proceed is issued.
Project History
The Bob Billings Parkway waterline replacement project was evaluated as part of a preliminary design report, which established viable alternatives for alignment, project prioritization, construction cost estimates, and sequencing that will align with planned street rehabilitation work and budgeted funding. The assessment study identified the Bob Billings Parkway waterline as the initial project to be included in the 2014-2015 program. The existing 1997 12” ductile iron waterline has experienced numerous failures due to the highly corrosive soils present in this area coupled with the fact that the watermain was installed without protective measures against corrosion.
Project Details
Change Order No. 1 represents a net increase to the construction contract of $86,497.00 with an increase of 15 days to the contract times. Change Order No. 1 includes costs to relocate 233 feet of 12” waterline at the intersection of Bob Billings Parkway and George Williams Way. The waterline relocation at the intersection was not in the original scope and has been added to accommodate improvements at the intersection associated with the Public Works project scheduled to start in May 2015. The costs also include additional pavement between Goldleaf Place and Bobwhite Drive, which is a result of field conditions found during construction that were not known during design. Professional Engineering Consultants and Staff have reviewed the proposed Change Order No. 1 and recommend authorizing its execution.

Project Funding
The project is funded from the Department of Utilities bonded construction fund per the adopted Capital Improvement Project Scenario 5 for the 2013-2017 period.

Authorize the City Manager to execute Change Order No. 1 to the existing construction contract with Westland Construction, Inc. for Project UT1312, Bob Billings Parkway Waterline Replacement increasing the contract amount by $86,497.00 and 15 days.
