Authorize the Execution of Agreements and Purchase Orders with BNSF Railway Company, and Sunflower Paving Inc. for Repairs to the Entrance to Burcham Park.

 

Background

During 2014, the Department of Utilities completed the construction of projects UT0701 Kaw WTP Transmission Main, and UT1102 Kaw WTP Raw Water Intake. Both of these projects occupied, and executed construction within portions of Burcham Park as shown on the attached map. As part of each project, the contractors were required to restore those areas unique to their project. The park entrance road from 2nd & Indiana, including the railroad crossing, was subject to heavy traffic from both projects and needs to be reconstructed. The Department maintained budgeted funds in both projects to allow for the reconstruction of the commonly used entrance road.

 

Project Status

BNSF Railway Company has submitted a proposal to replace the existing 32 foot, wooden tie crossing with a concrete crossing. BNSF Railway has requested the City pay $36,273.00, 50% of the total $72,545.00 crossing replacement cost.

 

Department staff has received a proposal from Sunflower Paving Inc. in the amount of $43,840.00 for the reconstruction of 495 feet of asphalt drive from the intersection of 2nd & Indiana Streets east to the west limit of the Kaw Raw Water Intake project site. Sunflower Paving Inc. was selected to quote this work, as they will be mobilized at the site to complete the asphalt drive and parking area restoration within the Kaw Raw Water Intake project site. The costs and proposed method of reconstruction have been reviewed by Department of Utilities and Public Works Staff; and they are competitive for the scope of work.

 


Project Funding

The construction is funded from the Department of Utilities Capital Improvements and Rate Program Bonded Construction Fund Resolution 7019 for projects UT0701 Kaw WTP Transmission Main, and UT1102 Kaw WTP Raw Water Intake.

 

Action

Authorize the City Manager to Execute a Crossing Surface Installation Agreement with BNSF Railway Company in the amount of $36,273.00 for replacement of the railroad crossing at the entrance to Burcham Park.

 

Authorize the City Manager to Execute a Purchase Order in the amount of $43,840.00 with Sunflower Paving, Inc. for the reconstruction of 495 linear feet of the asphalt entrance drive to Burcham Park.
