Project Description

The property at 2201 Kresge Road was acquired for the purpose of re-locating Solid Waste operations and the Household Hazardous Waste Facility. Development of the property will occur in multiple phases.

Phase 1: Construction of the Household Hazardous Waste Facility on the northern portion of the property. The HHW facility will be approximately 5,100 square feet. The building will have a designated flammables room and “store front” area for the Product Reuse Program. Site development work is required to address water flow through the area. The project will include realignment of the stormwater drainage ditch along the west edge of the property, and construction of a new stormwater detention basin on the south.

Phase 2:  Construction of a building expansion for the existing office facilities as well as completion of site work (internal roads, parking, etc).

Future phases: The site plan allocates space in future phases for fueling facilities at the Kresge site.

Phase 1 is planned for construction in 2015 (March to September). The City of Lawrence received a grant from the Kansas Department of Health and Environment of $140,000 to assist in paying for the HHW facility.

Staff recommends inclusion of all alternates in the final bid award. Below is a description of each:

Funding

The project is funded through the solid waste enterprise fund and a grant from KDHE. In preparation for this part of the project, funding has been set aside over several years in capital improvement, equipment reserves, and a non-bonded construction fund. In addition, the City of Lawrence received a grant from the Kansas Department of Health and Environment for $140,000 to assist with construction of the Household Hazardous Waste Facility.
