January 20, 2015 Minutes

1.   Call Meeting to Order and Introductions

The meeting was called to order at 5:00 p.m. A quorum was present and introductions were made.

 

2.   Action Item: Approval of the December 16th Minutes and approval of the revised September 16th Minutes

A motion to approve the minutes from December was moved by Bill Anderson, seconded by Jim MacMurray and passed unanimously. Jessica Mortinger passed out a revised copy of the September 16th minutes. She informed the committee that a request to amend the minutes had been made by Mr. John Thornburg. A motion to approve the revised minutes was made by Lisa Hallberg, seconded by Bill Anderson and passed unanimously.

 

3.   Action Item: Appoint 2015 Chair and Vice Chair

Lisa Hallberg asked if any members were interested in a position as Chair or Vice Chair. David Hamby made a motion to reappoint Lisa Hallberg as BAC Chair. The motion was seconded by Jacki Becker and passed unanimously. A motion was made by Lisa Hallberg to reappoint Bill Anderson as Vice Chair. The motion was seconded by David Hamby and passed unanimously. Lisa Hallberg thanked the BAC members for the opportunity to serve another year as BAC Chair.

 

4.   Discussion/Action Item: 2015 Street Maintenance Program

David Cronin introduced Project Engineers, Carol Fittell and Steve Lashley. The Public Works staff presented the 2015 Street Maintenance and Capital Improvement Projects. The Haskell Rail Trail- is going to be paved 10 ft. wide with Transportation Enhancement funding. The paved section will end at 29th Street. This project is already let and is expected to be completed by spring/summer 2015. 31st Street construction includes a Shared Use Path which in coordination with the approved site plan for the Menards development will connect Naismith Valley Park to 31st Street South to Haskell Avenue. The Bob Billings Parkway & George Williams Way Intersection includes the addition of turn lanes, signalization and the bike lanes will be restriped.  The Bob Billings Parkway & K-10 Interchange will include bike lanes and connect to the existing network of bike lanes and the nearby shared use path. The Bob Billings Parkway Reconstruction Project will reestablish bike lanes on that section. The Proposed 2015 Street Maintenance Projects were reviewed and recommendations were formed (listed in the table on page 2).

 

Lisa Hallberg thanked Public Works Staff for the opportunity to provide comments on the planned work projects for 2015. A motion was made by Lisa Hallberg to support the bikeway elements that were presented as parts of capital improvement projects and each of the recommendations for the section of roadways with planned street maintenance are listed in the table below.

 

The motion was seconded by Bill Anderson and passed unanimously. A second motion was made by David Hamby to include in the BAC recommendations the request to restripe the contraflow bike lane on Louisiana between 11th and 13th and the Bike Lane on Lawrence Avenue from Princeton to Mesa Way. The motion was seconded by Lisa Hallberg and passed unanimously.

 

5.   Discussion/Action Item: 2015 Work Plan

BAC members discussed options of work task to add to the Work Plan including: Coordination working with Parks and Recreation to integrate Bicycle Education and Encouragement into their programming, League of American Bicyclist League Certified Instructor Training Coordination, follow proposed Bicycle Parking Standards, participate in Walk and/or Bike to School Days, Review SRTS planning proposed routes and planning documents and Attend the Safe Routes of All Town Hall planned for March 25th. Approval of the work plan will be tabled until February.

 

6.   Other Business/ Updates

Safe Routes to School – Jessica Mortinger introduced Rebecca Garza, a Health Promotions Specialist for the Health Department who is working on the SRTS planning process. Rebecca told the BAC that the January 14th SRTS Community Meeting had great turnout and that staff are sorting the comments from the school teams present.  Bill Anderson asked if someone was present to represent every school. Rebecca Garza indicated that some schools did not have attendance at the meeting and that the Health Department was working with representatives of those teams to collect the input that was collected at the meeting from the other schools. Erin Paden indicated that she had heard from some schools that they weren’t informed of the event until 48 hours before and that didn’t provide them enough time to arrange to attend.

8.   Adjournment of Meeting and Announcement of Next Meeting

The meeting ended at 6:25 p.m. The next Regular Meeting is scheduled for February 17, 2015 at 5PM.
