2015 Farmers Market Agreement

 

Overview

The Lawrence Farmers Market has requested City Commission approval of an agreement to allow the market to operate in City Parking Lot 8, located on the 800 block of New Hampshire and Rhode Island streets, for the 2015 Farmers Market season. The attached agreement is identical to the 2014 Farmers Market agreement except for the dates which were revised to reflect the current year, and a change in the Exhibit A site plan to reflect the impact of construction at 9th and New Hampshire. The agreement addresses signage, cleanup, storage, insurance, and other issues. The agreement allows the following uses for Lot 8:

 

·       Saturday markets are allowed to use a portion of Lot 8 (see Exhibit A), Saturdays, 6:00 a.m. – 11:00 a.m., April 11, 2015 through August 30, 2015; and 7:00 AM to 12 noon, September 5, 2015 through November 21, 2015.

·       Tuesday markets are allowed to use a portion of Lot 8 (see Exhibit B) Tuesdays, 3:00 p.m. – 6:00 p.m., May 5, 2015 through October 27, 2015.

 

Consistent with the 2014 Farmers Market season, staff recommends implementing the same parking solutions that were used to offset the loss of parking inventory in Lot 8 resulting from the Tuesday Farmers Market. The first solution is an agreement with U.S. Bank for use of parking in its lot located at the northeast corner of 9th and Rhode Island. The second solution is to allow long-term parking for vehicles with 10-hour permits in the east row of parking stalls in City Parking Lot 4 which is located directly west of Lot 8 (the Market site), across New Hampshire street.

 

ACTION:         Approve the agreement with the Lawrence Farmers Market allowing the use of City Parking Lot 8 (800 blocks of New Hampshire and Rhode Island) on Tuesdays and Saturdays during the 2015 Farmers Market season, and direct the City Manager to enter an agreement with U.S. Bank for use of its parking lot located at 9th and Rhode Island on Tuesdays during the 2015 Farmers Market season, if appropriate.
