· Conduct public hearing to consider the vacation of a public access easement at 1301 W 24^th Street as requested by property owner Collegium KU 1301, LLC.

· Discussion of ordinances regulating local payday loan businesses.   Staff Memo · Provide policy direction to staff related to small business eligibility under current investment and job creation thresholds in the city’s property tax abatement policy and inclusion of nuisance related criteria and clawbacks in city economic development performance agreements.    Staff Memo & Attachments · Continue discussion on proposed City Fiber Policy and fiber leasing framework.  CTC representative presentation and consider adopting Resolution No. 7097, adopting the city fiber policy and fiber leasing framework. · Consider approving an agreement with the Lawrence Farmers Market allowing the use of City Parking Lot 8 (800 block of New Hampshire and Rhode Island streets) on Tuesdays and Saturdays during the 2015 Farmers Market season. ACTION:     Approve an agreement with Lawrence Farmers Market allowing the use of City Parking Lot 8 on Tuesdays and Saturdays during the 2015 Farmers Market season and approve and agreement with U.S. Bank for use of its parking lot at 9^th and Rhode Island for overflow parking during the 2015 Farmers Market season, if appropriate
