Background
The Kaw Water Treatment Plant Chemical and Filter Building was originally constructed in 1916 and was expanded in 1954. Most recently the building has had exterior brick rehabilitation completed in 2008 and 2009, and the roof on the 1916 maintenance shop area was replaced in 2010. The adjoining filter and office area roof is a built-up, gravel ballasted roof which has been repaired several times over the last few years, and has exceeded its useful life. There roof is exhibiting large blisters in a number of areas, and has a leak in the northeast corner. The attached exhibit shows the areas described above.
The Clinton Water Treatment Plant was originally constructed in 1977 and underwent an expansion in 2002. As part of the 2002 expansion a modified bitumen roofing system was installed and has outlived its useful life. The existing roof has been patched multiple times and is exhibiting wide-spread blistering, debonding, failure of flashings and pitch pans, and water infiltration into occupied spaces. The Clinton WTP Roof Replacement Project will replace the roof system over the entire treatment plant, as shown in the attached exhibit, utilizing the same PVC roof system and details as the Kaw Roof Project.
Based on their successful completion of the 2010 roof replacement project Walter P. Moore was engaged to provide design and construction phase engineering services for the replacement of the adjoining Kaw plant roof and the Clinton plant roof. The current roof projects will utilize the same roof system and details as the previously completed Kaw plant project.
Originally the Kaw and Clinton roof projects were to be bid separately, however, in order to facilitate a more conducive bidding environment the design of the Clinton WTP roof replacement project was expedited and merged with the previously designed Kaw Water Treatment Plant roof replacement project.
Project Status
Engineering design firm Water P. Moore has completed the bid specifications and plans for the project and the work is ready to advertise for bidding. The following schedule is anticipated for the project –

Award Bid March 3, 2015
Project Completion August 15, 2015
Project Funding
The project was budgeted in the 2015 Capital Improvement Project Budget and is funded from the Department of Utilities.
