RE: |
Authorize the City Manager to execute an agreement with BridgePointe Community Church for easements related to Project 1304 Wakarusa Wastewater Treatment Plant and Conveyance Corridor Facilities |
Background/Project Description
The 2012 Wastewater Utilities Master Plan and Capital Improvements Program recommend the construction of the Wakarusa Wastewater Treatment Plant (WWTP) and Conveyance Corridor facilities to be online in 2018. These improvements are required to mitigate wet weather surcharging of sanitary sewers along the 31st Street Corridor, provide for relief of wet weather overloading at the existing WWTP, and provide additional organic treatment capacity to provide for future growth of the community.
The Conveyance Corridor improvements include Pump Station 10 on the northwest corner of 31st and Louisiana and required force mains and gravity sewers to convey sewerage to and from this point to the Wakarusa WWTP.
Project Details Related to BridgePointe Agreement
Pump Station 10 is included in UT1304 – Contract 4. The collected flow from the proposed Pump Station 10 will have the ability to convey any percentage of the flow to either the proposed Wakarusa WWTP or to the existing Kansas River WWTP. To allow flow to the existing WWTP, a new 48” sanitary sewer will be installed to carry flow to into the existing sanitary system. A portion of this new 48” sanitary sewer will cross the existing parking lot for BridgePointe Community Church, and the sanitary line that currently collects flow from the Church will be abandoned in place. Due to the construction access and easement requirements, the City has negotiated with BridgePointe Church for temporary construction easements and permanent utility easements in exchange for a new private sewer line that serves the Church as well as parking lot improvements as described in the attached agreement.
