A.        RECOGNITION/PROCLAMATION/PRESENTATION:

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Approve City Commission meeting minutes from 12/16/14 and 12/30/14.

 

2.       Receive minutes from various boards and commissions:

 

Lawrence Douglas County Bicycle Advisory Committee meeting of 12/16/14

Parks & Recreation Advisory Board meeting of 01/13/15

Sustainability Advisory Board meeting of 12/10/14

 

3.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

4.       Approve licenses as recommended by the City Clerk’s Office.    

 

5.       Bid and purchase items:

 

a)       Set a bid date of February 17, 2015 for Bid No. B1502, Project UT1409 - Avalon Road Water Replacement, 9th Street to Cambridge Road.   Staff Memo & Attachments

 

b)       Set a bid date of February 24, 2015 for Bid No. B1501, Project UT1416 - Kaw & Clinton Water Treatment Plant Roof Replacements.    Staff Memo & Attachments

 

c)       Authorize a purchase order, in the amount of $80,249.40, to Harris ERP Software, for 2015 Innoprise ERP Software maintenance.    Staff Memo

 

6.       Adopt the following ordinances on second and final reading:

 

a)       Joint City Ordinance No. 9069/County Resolution No. 15-3, for Comprehensive Plan Amendment (CPA-14-00459) to Horizon 2020, Chapter 14 (West of K-10 Plan) to change designations from Low Density Residential, High Density Residential, and Residential Office, to Commercial Center - CC600, located at 6200 W. 6th Street. (PC Item 2; approved 8-1 on 12/15/14)

 

b)       Ordinance No. 9070, to rezone (Z-14-00458) approximately 120.6 acres located at 6200 W. 6th St. (PC Item 3; approved 9-0 on 12/15/14)

 

7.       Accept dedication of access easements for a Minor Subdivision, MS-14-00487, for 27 Iowa Addition, located at 2727 Iowa Street.  Submitted by Landplan Engineering, for Michael Boyd, property owner of record.    Staff Memo & Attachments

 

8.       Authorize the City Manager to execute an agreement with BridgePointe Community Church for easements related to Project UT1304 Wakarusa Wastewater Treatment Plant and Conveyance Corridor Facilities.   Staff Memo & Attachments

 

9.       Authorize the City Manager to execute a License Agreement permitting ELR, LLC, a Colorado limited liability company, to install and maintain two groundsoil monitoring wells within the City's rights of way at the intersection of Ninth Street and Highland Street.   Staff Memo & Attachments

 

10.     Authorize the City Manager to execute a License Agreement permitting Presto Convenience Stores, LLC, a Kansas limited liability company, to install and maintain ten ground water monitoring wells within the City's rights of way in the vicinity of 602 West Ninth Street.    Staff Memo & Attachments

Community Development Advisory Committee:

One vacancy for a position that expired 09/30/14 and one vacancy for a position that expired 09/30/15. Both positions are designated for low/mod areas.

 

Contractor Licensing Board:

One vacancy for a position that expires 12/31/17. Three additional positions expired 12/31/14, with one position eligible for reappointment. Eligibility requirements exist for this board.

 

Convention & Visitors Bureau Advisory Board:

One vacancy for a position that expires 07/01/16 and one vacancy for a position that expires 07/01/18.

 

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/14 and one vacancy for a position that expires 03/31/15. One additional position expires 03/31/15 and is not eligible for reappointment. Eligibility requirements exist for this board.

 

Fire Code Board of Appeals:

Two positions expire 01/31/15 and both are eligible for reappointment to additional terms.

 

Historic Resources Commission:

Two positions expire 03/01/15, with one position eligible for reappointment and one position not eligible for reappointment. Eligibility requirements exist for this board.
