Agenda Items 1/13/2015: Traffic Safety Commission, Traffic Calming on Elm Street between 3rd Street and 4th Street

 

Background

At the December 1, 2014 Traffic Safety Commission meeting, the Commission heard a request for TRAFFIC CALMING on Elm Street between 3rd Street and 4th Street. Elm Street is classified as a “local” street in a residential area with a speed limit of 30mph as provided in State Law and is designated as a one-way street eastbound in this area. Traffic data obtained November 10-11, 2014 found approximately 1120 vehicles in a 24-hour period and an 85th percentile speed of approximately 34.8mph. The City’s Policy permits Traffic Calming on a “local” street if the 24-hour volume is greater than 1000.

 

Traffic Safety Commission Action

At the Traffic Safety Commission meeting, one (1) member of the public addressed the Commission in support of the request, noting that there are a lot of young children in the 300 and 400 blocks and Woodlawn Elementary School is just down the street. The Commission recommended, on a vote of 7-0, to recommend TRAFFIC CALMING on Elm Street between 3rd Street and 4th Street.

 

Funding

Although no funding is currently available for traffic calming, a representative of the neighborhood indicated that if approved, they would seek Community Development Block Grant (CDBG) funding.

 

Action Request

It is recommended that the City Commission concur with the recommendation of the Traffic Safety Commission, if appropriate.
