Background

At the November 3, 2014 Traffic Safety Commission meeting, the Commission heard a request to establish a Multi-Way Stop at the intersection of 4th Street & Illinois Street. 4th Street and Illinois Street are both classified as “local” streets in a residential area; the speed limit on both streets is 30mph as established by State Law. During the past three (3) years, there have been no reported crashes at the intersection susceptible to correction by stop signs. Traffic data obtained October 9-10, 2014, found the 85th percentile speed for eastbound and westbound traffic on 4th Street at Illinois Street to be 33.21mph and 31.36mph respectively. The intersection does have the potential of school children crossing 4th Street to get to Pinckney School; however, pedestrian counts taken on October 23-24, 2014, found no students crossing during either the morning or afternoon crossing periods. Therefore, none of the requirements for stop signs, as provided in the Manual on Uniform Traffic Control Devices (MUTCD), are currently met; in addition, the MUTCD states that Stop signs should not be used for speed control.

 

Traffic Safety Commission Action

At the Traffic Safety Commission meeting, no one from the public addressed the Commission concerning this item. The Commission recommended, on a vote of 6-0, to recommend denying the request to establish a Multi-Way Stop at the intersection of 4th Street and Illinois Street.

 

Action Request

It is recommended that the City Commission concur with the recommendation of the Traffic Safety Commission, if appropriate.
