RE:

Historic/Archeological Survey for the Environmental Assessment at the Lawrence Municipal Airport

 

Environmental assessments are required to be completed on federally funded projects at the Lawrence Municipal Airport.  Recently the Federal Aviation Administration (FAA) decided that a comprehensive environmental assessment could be completed for projects that are identified in the Airport Improvement Program versus individual assessments for each project. 

 

In May 2014, the City received a grant from the FAA to complete an environmental assessment.  These projects are paid with 90% Federal Funds and 10% Local/City funds.

 

The scope of the assessment includes impacts to the proposed Airport Improvement Program projects for the next five (5) years.  Those projects include:

·      Wildlife perimeter fencing

·      Construction of T-hangars

·      Rehabilitate airport apron

·      Rehabilitate runway 15-33

·      Extend taxiway D

·      Construct general aviation aprons

 

Airport Development Group (ADG) was selected as the consultant.  The contract with ADG includes:

  • Base contract to review projects, alternatives, purpose, needs, and affected environment

In August 2014, a drainage study was added to the scope of the project in an amount of $26,700.

 

In late August we received notice from the Kansas State Historic Preservation Office that a more detailed survey (shovel survey) of the airport property would be necessary since recorded archeological sites are situated nearby and along the Kansas River and its tributaries in similar topographic settings.  The effort of this survey will include hand digging (shovel) a few hundred holes in a grid pattern in areas that may be impacted with construction.  This scope of work was not anticipated with the original contract.  The proposal from Christopher Goodwin Associates (sub consultant) is for an amount of $19,628.14.  The original contact amount was $12,200.  Therefore the additional work will amount to an increase of $7,428.14.

 

Since the grant has already been written by the FAA, this additional $7,428.14 will be paid by the City.  This amount is eligible to be recovered at 90% when one of the AIP projects is approved.

 

Action

Approve an increase in the scope of services for Historic/Archeological survey with ADG in an amount of $7,428.14.
