Lawrence Solid Waste Facility – 2201 Kresge Road (Phase 1)

Background

In March 2014, the City of Lawrence acquired the property at 2201 Kresge Road for the purpose of re-locating Solid Waste operations and Household Hazardous Waste Facility.  The property has been formally re-platted. The new site plan for all phases of property development was approved by the City Commission on January 6, 2015.

 

The long-term goal is to relocate all Solid Waste operations to the Kresge site. The Household Hazardous Waste Facility needs to relocate when Douglas County Public Works vacates their shop facilities on East 23rd Street. Collection operations and maintenance functions will eventually move to the Kresge site, from 1140 Haskell Avenue and 320 Industrial Lane, respectively.

 

The Household Hazardous Waste facility is the primary construction element in Phase 1. The annual report to the state for state fiscal year 2014 shows the program served over 3500 residential and 116 business customers that year. In excess of 200,000 pounds of waste was managed. Over 50,000 pounds of material was distributed for reuse to the community.

 

Project Description

The project is designed in phases. Only Phase 1 will be bid at this time.

 

Phase 1: Construction of the Household Hazardous Waste Facility on the northern portion of the property. The Household Hazardous Waste Facility will be approximately 5,100 square feet. The building will have a designated flammables room and “store front” area for the Product Reuse Program. Site development work is required to address water flow through the area. The project will include realignment of the stormwater drainage ditch along the west edge of the property, and construction of a new stormwater detention basin on the south.

 

Phase 2:  Construction of a building expansion for the existing office facilities as well as completion of site work (internal roads, parking, etc).

 

Future phases: The site plan allocates space in future phases for fueling facilities at the Kresge site.

 

Funding

In preparation for this part of the project, funding has been set aside over several years in capital improvement and equipment reserves. In addition, the City of Lawrence received a grant from the Kansas Department of Health and Environment for $140,000 to assist with construction of the Household Hazardous Waste Facility.

Set bid date of February 10, 2015, for Phase 1 of the Lawrence Solid Waste Facility at 2201 Kresge Road, Project Number PW1406.
