RE:	Kansas Department of Transportation (KDOT) Project Payments

The City has received funding for several projects from KDOT.  The City/State agreements allowed the City to provide partial payments in 2014 and the remainder of the City’s share in 2015.  Following is a brief summary of those projects:

31^st Street from Haskell to O’Connell (Project Number 18P07S)

• The City/State agreement provides for the City to pay $2 million in 2014 and in 2015.
• Additionally KDOT acquired right-of-way and wetland mitigation property on behalf of the City.  The cost for the wetland property is $44,080 for 11 acres.  The City and Baker University have entered into an agreement for the development and maintenance of the wetlands (The City is paying Baker University $60,925 over 3 years).
• The City issued bonds, Resolution 7047, in the amount of $4.6 million for this project.
• The project also included a 12” water main for which the Utilities Department has budgeted approximately $900,000.

Bob Billings Parkway and K-10 Interchange (Project Number PW1122)

• KDOT bid this project in 2014, approximately $18.3 million.
• KDOT requested the City and County participate in the amount of $2.0 million.
• The Highway-40 turnback agreement provided that the local participation would be $1,528,000.  The City share is $1 million due in January 2015.
• In August 2014, Resolution 7086 was approved authorizing the issuance of bonds for this project.

23^rd & Iowa Street (Project Number PW1208)

• Project funding consisted of a number of funding sources.

Ø $500,000 KDOT Geometric Improvements

Ø $200,000 Federal Highway Safety Funds

Ø $1 million KDOT funds negotiated in Highway-40 turnback

Ø $100,000 in KDOT, 23^rd Street Access Management Funds

Ø $2.5 million from City

v $500,000 in General Obligation Bonds, Resolution 6966

v $1 million in 2014 Infrastructure Sales Tax

v $1 million in 2015 Infrastructure Sales Tax

• The City/State agreement includes the City paying $1 million in the year of 2014 and the remainder $1,020,000 in January 2015.  The project bid was $3,736,377.47.

After these projects are completed and accepted KDOT will do a final audit of all project costs and any amounts due will be billed at that time.

Action

Authorize payment to the KDOT in the amount of:

$2 million for 31^st Street (18P07S)

$44,080 for wetland mitigation for 31^st Street

$1 million for Bob Billings Parkway/K-10 Interchange (PW1122)

$1,020,000 for 23^rd & Iowa Street (PW1208)

For a total of $4,064,080.00
