A.        RECOGNITION/PROCLAMATION/PRESENTATION:

 

1.       Proclaim Friday, January 9, 2015 as Law Enforcement Appreciation Day.

 

 

B.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Approve City Commission meeting minutes from 12/02/14.

 

2.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

3.       Approve licenses as recommended by the City Clerk’s Office.    

 

4.       Bid and purchase items:

 

a)       Authorize total payment of $4,064,080.00 to the KDOT for the following projects.  Staff Memo & Attachments

·         $2 million for 31st Street (18P07S)

·         $44,080 for wetland mitigation for 31st Street

·         $1 million for Bob Billings Parkway/K-10 Interchange (PW1122)

·         $1,020,000 for 23rd & Iowa Street (PW1208)

 

5.       Accept dedication of drainage easement for Minor Subdivision, MS-14-00484, for Oak Tree Addition.  Submitted by Landplan Engineering for Monique and Blake Spencer, property owners of record.  Staff Memo & Attachments

 

6.       Accept dedications of right-of-way and easements for Final Plat, PF-14-00442, for Schwegler Addition, 2201 Ousdahl Road.  Submitted by Grob Engineering fur USD 497, property owner of record.  Staff Memo & Attachments

9.       Authorize City Manager to sign a City/County Cooperation Agreement appointing Dr. Caleb Trent, M.D., as medical director for the Lawrence-Douglas County Fire Medical Department.  Staff Memo & Attachments

D.        REGULAR AGENDA ITEMS:          

 

1.       Consider applicant appeal of Historic Resources Commission’s determination of denial for a proposed sign to be located at 900 New Hampshire Street (Marriott TownePlace Suites – DR-14-00506).  Staff Memo & Attachments

 

ACTION:      Consider the applicant’s appeal and direct staff as appropriate.

 

2.       Authorize a right-of-way permit for the HERE project contingent upon staff approval of a traffic plan and truck route plan, Project Number PW1417.  Staff Memo & Attachments

 

ACTION:        Authorize the right-of-way permit for PW1417 contingent upon staff approval of a traffic plan and truck route plan.

 

3.       Receive staff briefing on status of Utilities Department capital projects.  Receive briefing on planned Wakarusa Wastewater Treatment Plant project and related pump station and transmission corridor improvements.  Commission expected to set bid date for project on January 13, 2015.  Capital Projects Report Wakarusa Wastewater Treatment Plant Update 

 

ACTION:      Receive briefings and direct staff as appropriate.

5.       City Auditor update on status of construction audit review of Rock Chalk Park infrastructure.  Authorize payment to RCP, LLC for loan origination and loan interest costs per the Rock Chalk Park Development, if appropriate. I.         CURRENT VACANCIES – BOARDS/COMMISSIONS:

Community Development Advisory Committee:

One vacancy for a position that expired 09/30/13 and one vacancy for a position that expires 09/30/15. Both positions are designated for low/mod areas. Three additional positions expired 09/30/14, with two becoming vacant and one position eligible for reappointment to additional terms. Eligibility requirements exist for this board.

 

Contractor Licensing Board:

One position expired 12/31/13. This position is delegated for a representative from the Plumbing Code Board of Appeals.  One position expires 12/31/14 and is eligible for reappointment to an additional term.  Two additional positions will expire 12/31/14 and are not eligible for reappointment.  These positions are delegated for a representative that is a residential contractor and an architect/engineer.

 

Douglas County Senior Service Advisory Board:

One position expires 12/31/14 and is eligible for reappointment to additional terms.

 

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/14 and one vacancy for a position that expires 03/31/15. Eligibility requirements exist for this board.

 

Fire Code Board of Appeals:

Two positions expire 01/31/15 and are eligible for reappointment to additional terms.

 

Homeless Issues Advisory Committee:

Two positions expire 12/31/14 and are eligible for reappointment to additional terms.

 

Human Relations Commission:

Two vacancies for positions that expired 09/30/14 and one vacancy for a position that expires 09/30/15.

Jayhawk Area Agency on Aging:

One vacancy on the Advisory Council for a position that expired 09/30/14.  One position expired 09/30/14 and is eligible for reappointment to an additional term.

 

Lawrence Alliance:

Three current vacancies - one for a position that expired 11/30/13, one for a position that expired 11/30/14, and one for a position that expires 11/30/15.  Five additional positions expired 11/30/14 and are all eligible for reappointment to additional terms.

 

Lawrence Cultural Arts Commission:

Three positions expire 01/31/15 and are eligible for reappointment to additional terms.

 

Lawrence Douglas County Advocacy Council on Aging:

One vacancy for a position that expires 12/31/14.  Four additional positions expire 12/31/14 and are eligible for reappointment to additional terms.

 

Lawrence Douglas County Metropolitan Planning Commission:

One vacancy for a position that expires 05/31/16.
