East Extension of 31st Street Pavement Reconstruction concurrent to Menards Public Improvements, Addition to Project No. PW1436

 

Background

The Menards project is required to construct public improvements on 31st Street which include roadway widening for installation of a dedicated left turn lane at the intersection of 31st Street and Michigan Street.  The public improvements also include a 2" mill and overlay to restore pavement markings, reconstruction of storm sewer and new curb and gutter on 31st Street.  Menards is responsible for 100% of the public improvement construction costs for the 31st Street widening project.

 

This project, PW1436, was previously approved by City Commission on October 14, 2014.  It included an approximate 500' section of 31st Street within the limits of the Menards project identified for reconstruction (west of Michigan Street).

 

Upon further inspection, as the Menards project widening improvements continue, it was found that the section of 31st Street extending east from Michigan Street approximately 660’ to the KDOT 31st Street projects tie-in was also not upgraded to city street standards (see attached map).

 

Project Description

City staff is recommending using the Menards contractor bid prices from Max Rieke Brothers, Inc. to remove the existing pavement and reconstruct with full depth asphalt base on flyash treated subgrade.  Work will be done concurrent to the Menards public improvements and completed before 31st Street reopens to the east with construction on the KDOT South Lawrence Trafficway project; 31st Street is tentatively scheduled to reopen in summer 2015.

 

The estimated construction cost of the additional work is $160,000 and would be funded under previously approved 2014 Street Maintenance Program Funding levels that include the CIP Sales Tax Reserve Fund and General Funds.

 

Action

Direct staff to extend contract quantities for project PW1436 to reconstruct an additional 660 LF of 31st Street east of Michigan Street with an estimated construction cost of $160,000.
