Agenda Item – Set a bid date of January 13, 2015 for Bid No. B1465, Project No. UT1419 8th Street Waterline Replacement.

 

Background

Within the proposed project limits staff previously identified the need for the replacement of several inoperable large valves; 1 each 20” valve at 8th and Kentucky, and 4 each 14” valves and 8th and Tennessee. Staff was in the process of assembling plans and specifications to be bid out for these replacements. Through the review process for the Large Valve Replacement project it was noted by Public Works that they were going to reconstruct 8th Street from Kentucky to Tennessee. After receiving the comments from Public Works, Utilities Staff evaluated the existing infrastructure surrounding the street reconstruction project and identified the need to replace the existing 14” Ductile Iron Waterline under 8th Street from Kentucky to Indiana including the previously identified large valves. The replacement of this line would mitigate the risk of removing the newly constructed street due to a waterline failure and would also connect the newer lines at both ends removing the entire stretch of century old waterline within the project limits.

 

Project Description

The 8th Street Waterline Replacement Project, as shown on the attached map, includes the replacement of the existing 1900’s 14” cast iron waterline from Indiana Street to Kentucky Street. The project includes the installation of approximately 1,400 linear feet of 12” PVC waterline utilizing horizontal directional drilling as the primary installation method to minimize pavement removal and replacement and disturbance of existing surface features. The project is planned to be substantially complete within 150 calendar days from the date that notice to proceed is issued.

 

Project Details

Professional Engineering Consultants have completed the design and production of construction documents for the project incorporating City and outside review agency comments. Project documents will be available to prospective bidders by Wednesday December 17, 2014.

 

A public meeting will be held with affected residents, tenants, and business owners prior to the start of construction to address any concerns related to the project. Staff will make every reasonable accommodation to minimize construction impacts on the neighborhood.

 

The waterline replacement project will require traffic on Tennessee Street and Kentucky Street to be restricted to one lane for portions of the project.  The intersection of 8th and Indiana will be closed for a period not to exceed 45 days.  Two-way traffic will be maintained on 8th Street throughout the project except for the closure at 8th and Indiana.  Appropriate traffic control signs and barricades conforming to the Manual of Uniform Traffic Control Devices (MUTCD) will be utilized throughout the duration of the project.

 

Project Funding

The project is funded from the Department of Utilities bonded construction fund per the adopted Capital Improvement Project Scenario 5 for the 2013-2017 period.
