A.        EXECUTIVE SESSION (4:00 – 5 :30 p.m.) :

 

1.       Consider motion to recess into executive session for 90 minutes for the purpose of discussing non-elected personnel matters.  The justification for the executive session is to keep personnel matters confidential at this time and to protect the privacy of non-elected personnel.  The City Commission will resume the meeting in the Commission Meeting Room at the conclusion of the executive session. 

 

ACTION:      Approve motion to recess into executive session for 90 minutes for the purpose of discussing non-elected personnel items.

 

 

After a short break, the City Commission will resume the

regular meeting at 6:35 p.m.

C.        CONSENT AGENDA:

1.       Approve City Commission meeting minutes from 11/18/14 and 11/25/14.

 

2.       Receive minutes from various boards and commissions:

 

Horizon 2020 Steering Committee meeting of 11/17/14

 

3.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

4.       Approve licenses as recommended by the City Clerk’s Office.

6.       Adopt on first reading, Ordinance No. 9050, adopting the code of the City of Lawrence, Kansas – January 1, 2015 edition.   Staff Memo & Attachments

 

7.       Adopt on second and final reading, Ordinance No. 9027, repealing Ordinance No. 8951, pertaining to the salary of the City Commissioners and Mayor.

ACTION:      Authorize payment/claim in the amount of $1,067,970.77 to RCP, LLC pursuant to the Rock Chalk Park Development Agreement, if appropriate.

 

2.       Conduct a public hearing on the proposed drinking establishment distance limitation waiver for Hank Charcuterie, 1900 Massachusetts Street, and consider approving the distance limitation waiver.    Staff Memo & Attachments   Correspondence - Updated 12/16/14

 

ACTION:      Conduct public hearing.  Determine the sale of alcohol by Hank Charcuterie at 1900 Massachusetts Street in proximity to a church is not adverse to the welfare or safety of the public and grant the distance limitation waiver, if appropriate.

Community Development Advisory Committee:

One vacancy for a position that expired 09/30/13 and one vacancy for a position that expires 09/30/15. Both positions are designated for low/mod areas. Three additional positions expired 09/30/14, with two becoming vacant and one position eligible for reappointment to additional terms. Eligibility requirements exist for this board.

 

Contractor Licensing Board:

One position expired 12/31/13. This position is delegated for a representative from the Plumbing Code Board of Appeals.  One position expires 12/31/14 and is eligible for reappointment to an additional term.  Two additional positions will expire 12/31/14 and are not eligible for reappointment.  These positions are delegated for a representative that is a residential contractor and an architect/engineer.

 

Douglas County Senior Service Advisory Board:

One position expires 12/31/14 and is eligible for reappointment to additional terms.

 

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/14 and one vacancy for a position that expires 03/31/15. Eligibility requirements exist for this board.

 

Fire Code Board of Appeals:
