Project Update

Approve change orders

 

Project Background

Ø  September 2010 the City took ownership of the former Farmland Industries nitrogen fertilizer production plant on Highway K-10

 

Ø  2011 the City began demolition of the abandoned structures on the site removing over 1600 tons of scrap metals

 

Ø  February 2012 the City contracted with Bartlett & West Engineers to develop a masterplan and infrastructure plans for the future industrial land use of the property

 

Ø  May 2012 the City held meetings with neighbors and businesses to discuss the concept plan

 

Ø  December 18, 2012 the City Commission approved the final plat

 

Ø  December 11, 2012 the City Commission awarded the intersection improvements at O’Connell and K-10 including signalization and turn lanes into the Farmland site

 

Ø  Plat filed January 31, 2013

 

Ø  City Commission approved Resolution No. 7011 and Resolution No. 7012 establishing March 5th for the public hearing on the Benefit District for infrastructure

 

Ø  March 5, 2013 City Commission approves Resolution 7015 establishing the Benefit District for streets, storm sewer, grading and waterlines in the maximum amount of $7,855,000 and Resolution 7016 establishing the Benefit District for sanitary sewer improvements in the maximum amount of $1,725,000

 

Ø  Infrastructure project PW1224 Bid March 19, 2013

 

Ø  Infrastructure project awarded to RD Johnson in amount of $4,984,556.30

 

Ø  Change Orders #1 through #13 approved for a total of $977,208.47 at City Commission meeting October 8, 2013.

 

Ø  Change Orders #14 through #16 including the extension of O'Connell Road approved for a total of $1,356,172.10 at City Commission meeting January 28, 2014.

 

Project Details

The improvements include site grading for building pad ready lots and the installation of infrastructure for the Venture Park Property:

  • Streets – 10” concrete pavement, curb and gutter, storm sewer, sidewalks on both sides, bike lanes, and fiber conduit
  • Water – 12” looped water main, hydrants and valves

 

The project is funded 100% by the Benefit District and 0% by City at large.  The improvement district includes all property within the Venture Park plat and will be assessed based on the proportionate share of square footage of each tract.

 

The infrastructure project is complete and the streets were opened on October 21st 2014 following a ceremony.  Work to complete irrigation and landscaping projects will continue through the winter.  Westar Energy is continuing to finish construction of their new substation and reconstruction of the transmission line along O'Connell; work is expected to be complete by the end of the year.  In early 2015, Westar Energy will demo their old substation and the city will follow with a project to complete the gap of O'Connell between K-10 and Venture Park Drive.  

 

The total amount of the infrastructure benefit district is $7,855,000.  The total cost of the infrastructure project was $7,334,155.05 and additional expenditures including landscaping, irrigation, signage and underground Westar Energy line bring the total cost encumbered to $7,697,937.93. The remaining $157,062.07 in funds will be used to complete O'Connell Road in 2015 after the Westar Energy substation is removed.

 

Change Orders

There were several final change orders completed due to conditions beyond the original scope of the project as summarized below.

 

Change Order 17: Fiber Optical Relocation - $5,000.00

This work was for relocation of fiber line along K-10 due to conflict with waterline.

 

Change Order 18: Concrete rebar - increase size to #5 bars - $17,345.45

Plans for the longitudinal tie-bars called for smaller #4 non epoxy tie bars and for longevity of 10" concrete pavement for future traffic a larger epoxy bar was used.

 

Change Order 19: Concrete cap over southern star gas line. - $17,199.24

Cost was for concrete cap over gas line with the O'Connell road extension.

 

Change Order 20: Fire hydrant relocation - $3,500.00

A fire hydrant installed per plans overhang and conflicted with sidewalk and was set back a couple feet.

 

Change Order 21: Culvert removal along K-10 - $2,100.00

A culvert in the ditch along K-10 was removed that was for an access drive that was previously removed.

 

Change Order 22: Handrail fence on retaining wall - $35,000.00

The retaining wall (Change Order 11) that was installed along Venture Park Drive required a fence due to the height.  The material and bid price for the handrail over the RCB structure in the plans was used for the length required on the wall.

 

Change Order 23: Pipe at entrance under temporary asphalt - $750.00

A PVC pipe was installed temporarily to provide drainage under asphalt until O'Connell is completed next year.

 

Change Order 24:  Landscape conduit boring under street - $4,000.00

Conduit was bored under Venture Park Drive to accommodate irrigation lines north of street.

 

Change Order 25: Hydro mulch/seed - $5,148.00

Hydro mulch and seed were used on steep slopes for erosion control prevention.

 

Change Order 26: Clean up on NE corner intersection - $2,930.00

Contractor removed additional concrete debris from NE corner of Venture Park Drive and O'Connell prior to the dedication of the project.

 

Change Order 27: Sanitary sewer manhole adjustment in sidewalk - $2,153.00

A sanitary sewer manhole that was added to the project required adjusting to construct an ADA compliant sidewalk ramp.

 

Change Order 28: Additional signage - $1,092.00

Five additional street signs were installed at the request of the city that was not shown on the plans.

 

Change Order 29: Crosswalk marking 23rd & O'Connell - $6,669.00

The crosswalks at the intersection were to be installed in 2013 with the traffic signal installation project but were deferred until after opening O'Connell Road to the north.

 

Change Order 30: Pavement marking arrows at intersection - $1,200.00

Pavement marking arrows from the 23rd & O'Connell improvements were deferred to this project.

 

Change Order 31: Asphalt Oil Index (March 2013 to September 2014) - $642.50

Increase in costs for asphalt oil increase per city specifications.

 

Change Order 32: Sleeves for irrigation under sidewalk - $1,650.00

Contractor installed sleeves for the future irrigation projects.
