1.       Receive minutes from various boards and commissions:

2.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

3.       Approve licenses as recommended by the City Clerk’s Office.    

 

4.       Bid and purchase items:

 

a)       Award the bid for an interceptor trench at Lawrence VenturePark to King’s Construction Co., Inc. for $306,958.   Bid Memo & Attachments

 

b)       Award the bid for RCRA site remediation for Lawrence VenturePark to King’s Construction Co., Inc., for $363,631.   Bid Memo & Attachments

 

c)       Approve change orders 17 – 32 for Project No. PW1224 – Lawrence VenturePark infrastructure for $106,379.69.   Staff Memo

 

d)       Authorize the purchase of 13 IE 3000 switches and power transformers for the ITS Project Phase I from Vital Support utilizing the State of Kansas purchasing contract for $18,642.   Staff Memo

 

5.       Adopt on first reading, Ordinance No. 9027, repealing Ordinance No. 8951, pertaining to the salary of the City Commissioners and Mayor.    Staff Memo & Attachments

 

6.       Adopt on second and final reading, the following ordinances:

 

a)       Ordinance No. 9049, authorizing the Codification of the ordinances of the City of Lawrence, Kansas.

 

b)       Ordinance No. 9055, establishing a multi-way stop at Overland Drive and Queens Road.

 

c)       Ordinance No. 9056, establishing yield signs on Laura Avenue and on Maple Lane at 13th Street.

 

7.       Adopt Resolution No. 7100 - Revised 12/05/14, declaring the boundaries of the City of Lawrence, Douglas County, Kansas.   Staff Memo & Attachments

 

8.       Accept dedication of utility easements as shown on the Final Plat, PF-14-00190, of the Lawrence College Career Center and the Dwayne Peaslee Technical Training Center, located at the southeast corner of 29th Street and Haskell Avenue.   Staff Memo & Attachments

ADDRESSING THE COMMISSION:         The public is allowed to speak to any regular agenda item or give public comment after first being recognized by the Mayor.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

1.       Consider approving a Special Use Permit, SUP-14-00312, for a new 120’ Verizon Wireless communications tower located at 1725 Bullene Ave. Submitted by PAMCORP LLC for Verizon Wireless LLC on behalf of Steven L. Eudaly, property owner of record. ACTION:      Approve Special Use Permit (SUP-14-00312) for a new 120’ Verizon Wireless communications tower, located at 1725 Bullene Avenue and consider adopting on first reading, Ordinance No. 9054, if appropriate.

 

2.       Consider authorizing staff to begin negotiations on a scope and fee with the design team of el dorado inc for the 9th Street Corridor Project.    Staff Memo & Attachments    Correspondence - Updated 12/08/14

3.       Receive request from Hillcrest Foods, Inc., for 18 dedicated parking stalls along the east side of Massachusetts Street at 11th Street for an Uptown Market grocery store.  Refer to staff for review.    Correspondence - Added 12/08/14

4.       Review existing 2014 City of Lawrence Legislative Policy Statement and direct staff concerning issues for inclusion in the 2015 Policy Statement.

Community Development Advisory Committee:

One vacancy for a position that expired 09/30/13, two vacancies for positions that expired 09/30/14,  and one vacancy for a position that expires 09/30/15.  One additional position expired 09/30/14 and is eligible for reappointment to additional terms.  Eligibility requirements exist for this board.

 

Contractor Licensing Board:

One position expired 12/31/13. This position is delegated for a representative from the Plumbing Code Board of Appeals.  One position expires 12/31/14 and is eligible for reappointment to an additional term.  Two additional positions will expire 12/31/14 and are not eligible for reappointment.  These positions are delegated for a representative that is a residential contractor and an architect/engineer.

 

Douglas County Senior Service Advisory Board:

One position expires 12/31/14 and is eligible for reappointment to additional terms.

 

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/14 and one vacancy for a position that expires 03/31/15. Eligibility requirements exist for this board.

 

Homeless Issues Advisory Committee:

Two positions expire 12/31/14 and are eligible for reappointment to additional terms.

 

Human Relations Commission:

Two vacancies for positions that expired 09/30/14 and one vacancy for a position that expires 09/30/15.

 

Jayhawk Area Agency on Aging:

One vacancy on the Advisory Council for a position that expires 09/30/14.  One position expired 09/30/14 and is eligible for reappointment to an additional term.

 

Lawrence Alliance:

Three current vacancies - one for a position that expired 11/30/13, one for a position that expires 11/30/14, and one for a position that expires 11/30/15.  Five additional positions expire 11/30/14 and are all eligible for reappointment to additional terms.

 

Lawrence Douglas County Advocacy Council on Aging:

One vacancy for a position that expires 12/31/14.  Four additional positions expire 12/31/14 and are eligible for reappointment to additional terms.

 

Mechanical Board of Appeals:

One vacancy for a position that expired 03/31/14. Eligibility requirements exist for this board.
