Agenda Item – Authorize City Manager to make payment to Emery Sapp and Son, Inc. for Project UT1415 Emergency Sanitary Sewer Repair (1000 Block of Connecticut Street)

 

Background/Project Description

In the alley between the 1000 block of New York and Connecticut Streets, there was a parallel 48 inch brick storm sewer adjacent to an eight (8) inch VCP sanitary sewer.  The sewers were constructed in approximately 1932 at similar flow line elevations and with less than two (2) feet of horizontal separation.  The City discovered sanitary sewer service connections passing through the storm sewer to connect to the sanitary sewer as shown in the attached map. The service connections were broken in the storm sewer causing sanitary flow to discharge into the storm sewer. This causes a cross connection between the two (2) sewers.  There were six (6) houses directly connected to the storm sewer and four (4) cross connections locations. 

 

Project Status

During the May 13, 2014 meeting, the City Commission authorized staff to execute a time and materials contract with Emery Sapp and Sons, Inc.  At that time, staff opened a purchase order for the project totaling $450,000 based on the preliminary cost estimate provided by the project team.

 

The project team replaced and realigned the existing infrastructure with approximately 700 feet of 48 inch diameter RCP storm sewer and 700 feet of 8 inch PVC sanitary sewer.  The new sanitary sewer was installed at a lower elevation to allow the problem service connections to safely pass under the new storm sewer.  Realigning the sewers required three new sanitary manholes, a new storm manhole and a cast-in-place storm structure.  The project required relocating a 4 inch gas line, an 8 inch water main, and a fiber communication cable.  The work has been completed and a comparison of the final project costs to the preliminary cost estimate is provided below:

The final project cost is 23.5% higher than the preliminary cost estimate.  The cost increase was mainly due to a lower production rate than originally anticipated.  The lower production rate was due to difficult site conditions including low overhead power lines and tight working conditions in the alley.  The lower production rate significantly increased labor costs, associated equipment/dump truck time, and the bypass pumping subcontractor cost. 

 

Project Funding

The preliminary cost estimate for this project was approximately $450,000. The final project cost was $553,369.  The project will be funded by the 2013 bond allocation and storm water fund. 

 

Action

Authorize City Manager to make payment to Emery Sapp and Son, Inc. for Project UT1415 Emergency Sanitary Sewer Repair (1000 Block of Connecticut Street) for a total project cost of $553,369.
