Background

Kasold Drive from 6th Street to Bob Billings Parkway was constructed in 1972 with reinforced concrete with no subgrade treatment.  In 1987 a two inch asphalt overlay was placed on top of the concrete.  The pavement has been milled and overlaid in 1994, 1998, and 2005, and requires annual maintenance work.  This section of pavement has a current PCI rating of 47 out of 100.

 

As with other sections of Kasold Drive, the original pavement section does not have any base treatment.  The pavement has failed in many locations and maintenance is difficult. The curbs in many areas are missing and deteriorated to gravel.

 

In 2007, Kasold Drive from Bob Billings Parkway to 22nd Street was reconstructed with 10" of concrete on a treated base.  In 2011, Kasold Drive from Clinton Parkway to 31st Street was reconstructed with 10" of concrete on a treated base.  This proposed project will be similar to the projects that have taken place on Kasold Drive in previous years.

 

Project Description

This project consists of the reconstruction of Kasold Drive from Bob Billings Parkway to 6th Street, including the intersection of Kasold Drive and Harvard Drive (see attached project map).  The improvements will include removal and replacement of the existing pavement, sub-grade preparation, removal and replacement of existing curb and gutter, storm sewer, sidewalk removal and replacement, utility adjustments (as needed), shared use path and/or bike lane to comply with the city's complete street policy.  This project will also look at the feasibility of intersection improvements at Kasold Drive and Harvard Drive including the possibility of a roundabout.  If a roundabout is chosen for intersection control at Kasold Drive and Harvard Drive, the city will be able to use up to a maximum of $400,000 from a Federal-Aid Highway Safety Improvement Program Fund  that was applied for in 2014 and has been offered to the city for the intersection of Kasold Drive and Harvard Drive.  Through the design process, intersection improvements will be studied and discussed with stakeholders including neighborhood representatives and the City Commission.  Acceptance of the grant does not predetermine that a roundabout will be selected for this location however acceptance needs to be transmitted to KDOT.

 

Project Cost / Funding

The estimated design and construction cost is $5,000,000, and the project funding will consist of infrastructure sales tax.

Staff Recommendation

Staff recommends the reconstruction of Kasold Drive from 6th Street to Bob Billings Parkway.  The next step is to hire a consultant for the engineering design and construction plans.

 

Action:

1.  Authorize staff to solicit Qualifications/Proposals for the engineering design and construction plans for Kasold Drive (Bob Billings Parkway to 6th Street) reconstruction project.

2.  Accept Federal-Aid Highway Safety Improvement Program Funds for the intersection of Kasold Drive and Harvard Drive.
